The Government provides highway maintenance and other funding to local authorities but does not collect data on how much each one spends on repairing potholes: this is a matter for each local highway authority.</p><p> </p><p>In 2023/24, the Government provided the City of York Council with £3.69 million of capital funding for local highway maintenance. This represents an increase of around 30% compared to the previous year, made possible in part by reallocating funding that would otherwise have been spent on the HS2 programme.</p><p> </p><p>The Department annually collects and publishes statistics on gov.uk that detail the condition and maintenance of the highways in England. It is up to the respective highway authority how best to spend this funding to fulfil their statutory duty under Section 41 of the Highways Act 1980. In 2023/24, the Department for Transport provided £1.3 billion of Highway Maintenance Block capital funding to local highway authorities in England outside London and the Mayoral Combined Authority areas, of which the City of York Council received £3.699 million. This includes £2.056 million of reallocated HS2 funding and is a 12.7% increase over the funding the Council was expecting in 2024/25 before the Prime Minister’s Network North announcement.</p><p> </p><p>It is up to the respective highway authority how best to spend this funding to fulfil their statutory duty under Section 41 of the Highways Act 1980. The Department has asked all local highway authorities to publish details of how the additional funding is being spent, and these reports should already be on authorities’ websites. It covers an eleven-year time period from 2023/24 to 2033/34.</p><p> </p><p>£150 million of the funding has already been paid out to local authorities in the 2023/24 financial year to allow them to make an immediate start on improving their local roads, and a further £150 million has been allocated for the 2024/25 financial year.</p><p> </p><p>Local authorities have also been given an indicative total funding allocation covering the entire eleven-year period. 	answer	answer is ministerial correction date of answer 07/12/2023 answer text <p>Across England, local highway authorities are receiving an additional £150 million this financial year as the first instalment of the £8.3 billion roads resurfacing fund through Network North.</p><p>This is in addition to the £915 million baseline funding for 2023/24 for those English highway authorities which are outside London and outside the Mayoral Combined Authority areas in receipt of City Region Sustainable Settlements, for whom separate arrangements apply. It is also in addition to the £200 million increase for the 2023/24 financial year that was announced at Budget 2023.</p><p>All eligible highway authorities in England will receive a further uplift from the additional £150 million that is also being provided in 2024/2025. Further details of how the rest of the £8.3 billion will be allocated will be announced in due course, this is anticipated to take place at a future Spending Review.</p><p>The tables below provide confirmed funding levels for 2023 to 2024 and 2024 to 2025, and the indicative minimum additional funding allocations between 2023 to 2024 and 2033 to 2034 inclusive.</p><p>Local Authority This includes a £5.1 million uplift from the additional £200 million announced at Budget 2023, and a £3.6 million uplift from the additional £150 million Network North funding announced on 4 October. Through the Network North funding, Lancashire County Council will receive a minimum additional uplift in road maintenance funding between 2023-24 and 2033-34 of £244.5 million. Local highway authorities undertake automated road condition surveys on their classified road networks, and their surveys identify road defects and provide an overall score of road condition. The latest data was published on gov.uk on 23 November.</p><p> </p><p>As part of the Government’s Network North plan, local highway authorities across England are set to benefit from the biggest ever increase in funding for local highway networks. The Code gives advice on all aspects of highway maintenance and Recommendation 32 gives advice on carbon reduction.</p><p>Decarbonisation is a key Government priority. Through the ADEPT Live Labs research programme, the Department is investing £30 million into seven projects aimed at reducing carbon by using sustainable materials and processes, such as warm-mix asphalts and asphalt modifiers.</p><p>Local highway authorities across England are set to benefit from a major boost in funding for highway maintenance, representing the biggest ever road resurfacing programme to improve local roads. To ensure they fulfil those duties, all local highway authorities have an inspection policy in place for their highway network.</p><p> </p><p>Aside from the current requirement to provide the Department with road condition data obtained using SCANNER (Surface Condition Assessment for the Nationals Network of Roads), the Department does not prescribe how other highway inspections are undertaken but encourages local authorities to consider new technologies to help them manage and maintain their respective networks.
