	answer	answer is ministerial correction date of answer 24/07/2019 answer text <p>Synthetic cannabinoids are controlled as Class B drugs under the Misuse of Drugs Act 1971. There is a maximum penalty of five years’ imprisonment, an unlimited fine, or both for possession of a Class B drug and 14 years’ imprisonment, an unlimited fine, or both, for the supply and production of a Class B drug.</p><p>There was a total of 281 convictions for the principal offence of possession of synthetic cannabinoids in 2018, up from 71 convictions in 2017 and no convictions in 2016. For the principal offences of either supply, possession with intent to supply or production of synthetic cannabinoids there were 18 convictions in 2018, up from 4 convictions in 2017 and 4 convictions in 2016.</p><p>The Government has commissioned the Advisory Council on the Misuse of Drugs (ACMD) to provide an updated harms assessment on their previous reports on synthetic cannabinoids. The commission also seeks recommendations on whether the current classification under the Misuse of Drugs Act 1971 of synthetic cannabinoids is appropriate. The advice is due in summer 2020. They would instead have to comply with whatever licensing or other requirements each EU country imposes.</p><p>In preparation for this eventuality, the Government has published a technical notice setting out information on the potential loss of the European Firearms Pass, to allow UK businesses and citizens to make informed plans and preparations.</p><p>There would be no weakening of the UK’s firearms controls. In July 2017 the Home Office awarded £7.5 million from the Police Transformation Fund to the College of Policing over three years to pilot and, if these pilots were successful, roll out a dedicated national service to help provide enhanced welfare support to serving police officers and staff.</p><p>Following two years of development and piloting, the National Police Wellbeing Service (NPWS) was launched in April 2019. The NPWS has developed evidence-based guidance, advice, tools and resources which can be accessed by forces, as well as individual officers and staff. These include resources for forces to help forces better support officers and staff who are experiencing mental health problems.</p><p>In July 2018, we launched ‘A common goal for police wellbeing – to be achieved by 2021.’ This requires that by 2021, policing will ensure that every member of the police service feels confident that their welfare and wellbeing is actively supported by their police force throughout their career. The goal was published by the Home Office and jointly owned by a number of different or-ganisations, including Public Health England. 	answer	answer is ministerial correction date of answer 09/09/2019 answer text <p>Stop and search is a vital policing tool when used correctly and officers have the Government's full support to use these powers in a way that is fair, lawful and effective.</p><p>Under Section 1 of the Police and Criminal Evidence Act 1984, the police in England and Wales have the power to stop and search someone if they have reasonable grounds to suspect they are in possession of an offensive weapon, including a bladed article - such as a knife.</p><p>Under Section 60 of the Criminal Justice and Public Order Act 1994, the police in England and Wales have the power to put in place temporary “no-suspicion” stop and search zones – if they reasonably believe that incidents involving serious violence may take place in that locality during that time period. When this power is authorised, police can search anyone within that area without requiring reasonable grounds to search each person.</p><p>In March 2019, the Government announced that it would roll back additional controls on the use of Section 60 powers to make it easier for officers in seven forces, including Merseyside Police, to authorise this power – to help forces further target the recent increases in serious violence.</p><p>Whilst it is important for the police to have the right powers, they also need the resources to use them. This is why we are also supporting police with additional funding. On 13 March 2019 the Chancellor of the Exchequer announced a £100 million fund to tackle serious violence. £63.4 million of this funding has already been allocated to 18 police forces, including Merseyside Police which received £4.2 million, to support surge operational activity, such as increased patrols.</p><p>This money is already being put to good use. This includes people wanted for serious offences, those banned from attending the event, or known criminals that operate in a crowded space.</p><p>The police’s selection of images that are used to compile watch lists is governed by data protection legislation and human rights law.</p><p>The National Police Chiefs’ Council is currently drafting operational advice to police forces on the conduct of trials, including the creation of watch lists. The goal was published by the Home Office and jointly owned by a number of different or-ganisations, including Public Health England. The NFCC carefully reviewed its guidance and reaffirmed the principle of “stay put” where it is appropriate. Its statement on this can be viewed at <a href="http://www.nationalfirechiefs.org.uk/Stay-Put-position." target="_blank">http://www.nationalfirechiefs.org.uk/Stay-Put-position.</a></p><p>The Home Office has no plans to commission a national review of stay put advice. However, the government recognises that questions have been raised about means of escape from blocks of flats and the Ministry of Housing, Communities and Local Government has commenced a technical review of Building Regulation guidance through a call for evidence on 18 December 2018. This call for evidence identified topics which were candidates for inclusion in the review of Approved Document B (Fire Safety). One of the topics was means of escape in blocks of flats, including the stay-put approach. 	answer	answer is ministerial correction date of answer 11/07/2019 answer text <p>The new Emergency Services Network (ESN) is the next-generation critical communications system that allows the police, fire and rescue and ambulance services to operate safely, collaborate and innovate. ESN represents value for money for the taxpayer through delivering steady state savings of over £200m pa compared to Airwave.</p><p>The delay in rolling out ESN means that we will continue to pay for Airwave for longer, at current rates. Local forces will continue to have to pay some Airwave charges as well as for commercial broadband services. There will also continue to be some costs for supporting transition teams.
