	answer	answer is ministerial correction date of answer 18/06/2019 answer text <p>Through the Department of Education, we know that the Higher Education Statistics Agency reported that, in 2017/18, 24,815 UK resident entrants to higher education settings disclosed a diagnosed mental health condition such as anxiety. Robust data is not available to determine how much of this increase is down to increased disclosure resulting from reduced stigma, and how much is due to increased prevalence.</p><p>Any disclosure of diagnosed mental health conditions by higher education students to their institution is voluntary. Training allocations are normally based on historical allocations, adjusted by weighted capitation and other factors such as deprivation and health inequalities.</p><p>As part of the workforce strategy ‘Facing the Facts, Shaping the Future’, HEE is looking at incentives to retain the workforce outside of London. The ADAPt Programme is jointly led by NHS Digital and the Private Healthcare Information Network (PHIN) in partnership with stakeholders from the Department, NHS Improvement, NHS England, and the Care Quality Commission.</p><p> </p><p>The programme has served to develop good working relationships between PHIN, NHS Digital and key stakeholders. The first phase focuses on ensuring that independent hospitals and National Health Service private patient units are submitting robust, complete and accurate data to PHIN, and that performance measures already required to be published by Order of the Competition and Markets Authority can be achieved as quickly as possible. 	answer	answer is ministerial correction date of answer 25/03/2019 answer text <p>Entitlement to free National Health Service care is largely based on being ordinarily resident in the United Kingdom. Being ordinarily resident means, broadly, living here on a lawful and properly settled basis as part of the regular order of his or her life for the time being, with non-European Economic Area nationals subject to immigration control also required to have an immigration status of indefinite leave to remain.</p><p> </p><p>Under the Charging Regulations, there is no reason why a person of no fixed abode cannot pass the ordinarily resident test, if they meet the ordinary residence criteria and are therefore exempt from charges. In determining whether charges are to be made under the Charging Regulations, service providers must make such enquiries as are reasonable in all the circumstances. We expect providers to consider the fact that in some circumstances it will be particularly difficult for a person with no fixed abode to provide documentary evidence of their ordinary residence status.</p><p> </p><p>The NHS will always provide immediately necessary care, including maternity care, to any patient, regardless of their status in relation to the Charging Regulations.</p><p> </p><p>NHS England has produced guidance for general practices clarifying rights of patients and responsibilities of providers when patient register with a general practitioner. Some services continue to remain free to all regardless of residency status, which currently includes primary medical services, the diagnosis and treatment of infectious diseases and accident and emergency services. Also, some groups of particularly vulnerable overseas visitors remain exempt from charge for all their treatment, including refugees and persons granted asylum, failed asylum seekers receiving specified packages of state support, victims of modern slavery, including human trafficking, and children looked after by a local authority. Data and progress of NHS England’s Veterans Mental Health Transition Intervention and Liaison Service and Complex Treatment Service is presented to the Ministry of Defence/UK Departments of Health Partnership Board, Joint Commissioning Group and the Cabinet Office led Covenant Reference Group. Both services are also continually assessed by NHS England.</p><p> </p><p>In England, as well as these veteran specific services, veterans are able to access mainstream mental health services. Some CCGs may choose to use non-National Health Service providers, including those run by charities. It is up to the local CCG to make commissioning decisions.</p><p> </p><p>The Department does directly provide funding to third sector organisations through the voluntary, community and social enterprise organisation (VCSE) Health and Wellbeing Programme, which launched in 2016, replacing the previous VCSE grant funding and engagement programmes. A key part of the programme is the Health and Wellbeing Fund, and the theme for the Fund in 2019-20 is children and young people’s mental health.
