	answer	answer is ministerial correction date of answer 24/07/2019 answer text <p>As set out in the Political Declaration, the UK and the EU have agreed their intention to put in place a comprehensive air transport agreement (CATA). This will provide market access for UK and EU airlines, and close cooperation on aviation safety, security and air traffic management. Where market access beyond Europe is currently determined by EU-negotiated arrangements, the Withdrawal Agreement sets out that the EU will notify treaty partners and third countries that the UK is to be treated as an EU Member State for the purposes of its international agreements during the implementation period, including air service agreements.</p><p>In the event of a no deal both the UK and the EU have plans in place to ensure that travel will continue in the short term. The Department has been considering the appropriate scope and remit for the role, and has been discussing this informally with a number of stakeholders. This is due to the estimates being based on older NTS data when walking trips were at a higher level. Forecasts for car travel are calibrated to actual traffic statistics so are not considered to be affected by this variance.</li><li>The forecasts do not account for the Departments Cycling and Walking Investment Strategy, which was still in development when these forecasts were estimated.</li><li>There were five scenarios published in RTF15. Scenario 1 has been presented here for consistency with the methodology used in the answer to UIN 214853. The other scenarios are based on alternative forecasting assumptions and will produce different forecast numbers of trips.</li><li>The NTM road traffic forecasts are based on our understanding of the way people make travel choices, the expected path of the key drivers and travel behaviour at the time the forecast is made and assume no change in government policy beyond that already announced.</li><li>Estimates of future trips and trip lengths by modes other than car travel are calculated solely for the purpose of forecasting traffic, and are not used as forecasts by the Department for policy or appraisal purposes.</li><li>The NTM is not the Department’s primary forecasting tool for rail. Expenditure on taxi fares by civilian staff is not recorded discretely, but is subsumed in a public transport audit and reporting category that also includes expenditure on bus and underground travel. MOD may use a taxi for official duty when there is a business benefit to the Department or when it saves money. A taxi is typically used where no other suitable form of public transport is available or where heavy baggage or equipment has to be carried.</p><p>(2) First-class rail travel is currently authorised only exceptionally (for example, for medical reasons or for solo-occupancy sleeper travel)</p><p>(3) Overseas travel in other than economy class is permitted only where both the flight duration is over 4 hours and there is a business case to demonstrate that the circumstances warrant it (for example, where significant business has to be done on arrival following an overnight flight).</p><p>We are, under our transformational programmes, encouraging and facilitating the adoption of working practices that minimise the need to travel (such as audio and video conferencing).
