Member to the Government’s cycling delivery plan, published on 16 October, which can be found online at:</p><p><a href="http://www.gov.uk/government/consultations/cycling-delivery-plan-informal-consultation" target="_blank">www.gov.uk/government/consultations/cycling-delivery-plan-informal-consultation</a></p><p> </p><p>The National Planning Policy Framework asks planners to work to create safe and secure layouts which minimise conflicts between traffic and cyclists or pedestrians, and give priority to pedestrian and cycle movements. It also encourages parking provision for motorcycles.</p><p> </p><p>My Department has this year published planning guidance which:</p><p> </p><ul><li>Seeks to promote walking and cycling, whilst avoiding unfairly penalising drivers;</li><li>Asks that councils’ Local Plans consider how to support walking and cycling facilities, and assess cycle safety;</li><li>Promotes the provision of bike storage space in new developments; and</li><li>Recommends removing street clutter, to make pavements clearer and more spacious for pedestrians.</li></ul>

star this property answer text <p>The Government made a commitment to appoint a cycling and walking champion as one of the fifty actions in its response to the Cycling and Walking Investment Strategy: Safety Review, which was published in November 2018. The Department has been considering the appropriate scope and remit for the role, and has been discussing this informally with a number of stakeholders. I also plan to discuss this matter shortly with the regional Cycling and Walking Commissioners who have already been appointed in different parts of the country.</p> more like this

The NTM does not produce mode information for different stages of the same trip.</li><li>These forecasts are based on the central forecast in the Road Traffic Forecasts 2013 (see <a href="https://www.gov.uk/government/publications/road-transport-forecasts-2013" target="_blank">https://www.gov.uk/government/publications/road-transport-forecasts-2013</a>. NTM forecasts of trips by mode for the high and low demand scenarios have not been produced.</li><li>The NTM Road Traffic Forecasts should not be viewed as what we think will actually happen in the future, or what we want the future to look like. They are based on our understanding of the way people make travel choices, the expected path of the key drivers at the time the forecast is made and assume no change in government policy beyond that already announced.</li><li>The forecasts do not account for the Departments Cycling Delivery Plan, as this is still in development.</li><li>The NTM is not the Department’s primary forecasting tool for Rail. star this property answer text <p>Under this Government, the DCLG Group is making a 41 per cent real terms saving against its running costs by 2014-15. This equates at least £532 million of taxpayers’ money in administrative savings.</p><p> </p><p>As part of these savings, my Department has made substantial reductions to the cost of Ministerial cars. Instead of the six cars previously used, the Department now maintains only two cars between six Ministers.</p><p> </p><p>There is a business case for some provision. The Government Car Service provides secure transport for Ministers carrying sensitive and confidential government documents. star this property answer text <p>As set out in the Political Declaration, the UK and the EU have agreed their intention to put in place a comprehensive air transport agreement (CATA). This will provide market access for UK and EU airlines, and close cooperation on aviation safety, security and air traffic management. Where market access beyond Europe is currently determined by EU-negotiated arrangements, the Withdrawal Agreement sets out that the EU will notify treaty partners and third countries that the UK is to be treated as an EU Member State for the purposes of its international agreements during the implementation period, including air service agreements.</p><p>In the event of a no deal both the UK and the EU have plans in place to ensure that travel will continue in the short term. For travel with non-EU third countries, as set out on gov.uk, the UK has already secured a number of arrangements, including with the US and Canada, to ensure continuity of travel to third countries where air services agreements are currently provided for by virtue of the UK’s membership of the EU.</p><p> </p>
