However, since the introduction of the scheme, the number of First Time Buyers that have benefitted from the Help to Buy: ISA in Scotland is 20,921, with 629 being in Aberdeenshire. These ATMs are owned and operated by banks and building societies (40%), in addition to independent ATM operators (60%). According to the Access to Cash Review, of the estimated £5bn annual cost of the UK’s cash infrastructure, £1bn of this relates to the running and maintenance of ATMs.<p> </p><p>Regarding specific discussions, Treasury Ministers and Officials have meetings with a wide variety of organisations in the public and private sectors as part of the process of policy development and delivery. It has also set out its plans for English agriculture policy after we have left the EU, including phasing down direct payments from 2021 over seven years. Agriculture is a devolved matter, so it is for the Welsh Government to decide whether to continue with direct payments in Wales. We will continue to engage with the Welsh Government on arrangements for domestic replacement funding after 2022, but have already committed not to simply apply the Barnett Formula to agriculture funding in England.
