star this property answer text <p>Rail North consists of Rail North Ltd (RNL) a company limited by guarantee and the Association of Rail North Partner Authorities (&quot;the Association&quot;).The Association consists of 29 local transport authorities (including combined authorities and PTEs, county councils and unitary district councils). Its main function is to develop and oversee the implementation of a long-term rail strategy for the North; it also acts as a forum for liaison with Transport for the North on rail issues.</p><br /><p>All member authorities of the Association are members of RNL, which is run by a Board of eleven elected councillors appointed by the member authorities on a geographical basis. However, important strategic and financial issues require the approval of the membership.These governance arrangements therefore provide all 29 local transport authorities a full opportunity to engage with Rail North on important rail issues affecting their area.</p> more like this

star this property answer text <p>The performance benchmarks for both Northern and TransPennine Express are calculated on a 4-weekly period based on a moving annual average rather than assessed against individual days.</p><p> </p><p>There is a re-benchmarking process currently underway to assess the impact on the franchisees’ performance regimes of late the delivery of infrastructure against that assumed in their bids. Once this exercise has been completed, the Department will be able to assess how Northern and TransPennine Express have performed against their targets.</p> more like this

The rolling stock owner reached a commercial deal with Chiltern Railways for the nine trains to transfer to Chiltern Railways from that time.</p><p> </p><p> </p><p> </p><p>Northern Rail has leases in place for all its current fleet of trains through to the end of the current franchise in February 2016.</p><p> </p> more like this

star this property answer text <p>We received over 20,000 responses to the Northern and TransPennine Express consultation; this included responses from Local Authorities, Rail User Groups, Community Rail Partnerships, local businesses, trade unions and other organisations, as well as responses from individual members of the public. Of those 20,000 responses, 9,315 were identical postcards from RMT members that highlighted concerns about a variety of franchise-related areas. Summaries of the responses we received and a breakdown of response numbers will be provided in the Stakeholder Briefing Document that will be published alongside the Invitations to Tender in this quarter.</p> more like this

star this property answer text <p> </p><p>The Department for Transport is currently conducting a joint public consultation with Rail North which will inform the specifications for both the Northern and TransPennine Express franchises. To date we have received 131 formal responses to the consultation from various people and organisations across the North of England. This number does not include responses to our online survey (which will be collected at the end of the consultation). These responses have not yet been fully analysed as the consultation is ongoing but they cover a wide range of themes. We will publish a stakeholder briefing document setting out a summary of responses to the consultation and how they were taken account of when we publish the Invitations to Tender (ITTs) for the franchises, expected in December 2014.</p><p>The consultation can be found at: <a href="https://www.gov.uk/government/consultations/future-of-northern-and-transpennine-express-rail-franchises" target="_blank">https://www.gov.uk/government/consultations/future-of-northern-and-transpennine-express-rail-franchises</a> and concludes 18th August. star this property answer text <p>The Government has ambitious plans for rail which is why Network Rail has been allocated a record £38 billion for the period from 2014-2019. It is for Network Rail to determine precisely how much will be allocated to the rail investment programme in the North of England but the Secretary of State expects that the committed programme set out in the High Level Output Specification ([Rail Investment Strategy]) will be delivered.  The government’s enhancements programme is an ambitious and stretching programme and it needs to be re-planned to ensure it remains deliverable and affordable, which is the task that has been asked of Sir Peter Hendy.</p><p> </p><p>However, the franchising programme will continue to deliver for passengers and taxpayers as planned and live procurements, including Northern and Transpennine Express, which will transform rail services across the region with more service, capacity and the scrapping of Pacers, will not be affected.  Other rail investments in the north also continue to be delivered; for example the electrification of the lines between Liverpool and Manchester and Liverpool and Wigan has already been completed and there will be the roll-out of state of the art Intercity Express trains on the East Coast route during this Parliament.</p><p> </p><p> </p><p> </p><p>Transpennine electrification remains a major part of our economic plan for the region, but it is vital that Network Rail gets this right.  The Secretary of State has already explained to MPs (Transport Select Committee evidence March 2015), this means the project will not be completed by 2019, as originally proposed. However, compromising on the scope of this project would not be in passengers’ best interests. That is why we continue to work with Network Rail on revised plans so that it delivers the best possible results.</p><p> </p>
