While US economic sanctions were lifted in late 2017, Sudan remains a challenging place to do business. The economic situation has been exacerbated by a shortage of foreign exchange which has resulted in fuel shortages. Sudan is still unable to access international financial assistance, in part due to its arrears to the International Monetary Fund and others and the failure to service its debt. Politically, the UK continues to work with the Government of Sudan to ensure that constitutional and political rights are respected. Sudan remains a Human Rights Priority Country for the Foreign & Commonwealth Office. Our longstanding support to UNRWA provides primary healthcare to 1.3 million people in Gaza. The UK regularly raises the issuance of medical permits, which is vital for healthcare for Gazans, with the Israeli authorities.</p><p>b) The UK will work with Israel, the Palestinian Authority, other donors and the Office of the Quartet to provide a sustainable electricity supply to Gaza. This requires greater domestic electricity capacity and energy imports from Israel and Egypt as well as institutional reform.</p><p>c) UK funding to UNICEF is helping 2 million Gazans access clean safe water and stopping the spread of disease by providing over 1000 roof water tanks and disinfecting 280 wells, 38 desalination plants and 40 reservoirs.</p><p>d) The UK has already provided support to water infrastructure and will support other infrastructure investments through our new economic development programme. I most recently raised our concerns about the situation in Gaza with the office for the Coordination of Government Activities in the Territories (COGAT) in May. We hold regular discussions with the Palestinian Ministry of Health on their plans to respond to the immediate needs in the health sector in Gaza.</p><p> </p><p>c) DFID enables <strong>reconstruction</strong> efforts in Gaza through our support to the Materials Monitoring Unit of the Gaza <strong>Reconstruction</strong> Mechanism, which monitors the import, storage, supply and use of construction materials. Humanitarian aid provides only 5-15% of the total need: commercial imports supply the rest.</p><p> </p><p>The effectiveness of the delivery of both commercial and humanitarian goods through Yemeni ports remains significantly below the level needed. In March, only 45% of the estimated monthly food needs and 51% of the monthly fuel needs have been met through imports via all sea ports.</p><p> </p><p>One way we are supporting commercial imports into Red Sea ports is through our support to the UN Verification Inspection Mechanism (UNVIM). We are providing £1.3 million to UNVIM this financial year (2017/18) and have provided UK experts on the ground in Djibouti. This extra capacity has enabled UNVIM to increase its physical inspections of commercial ships fivefold. The recent escalation in fighting and restrictions on commercial and humanitarian access threaten to push the country into catastrophic famine. The UN estimates that almost 18 million people in Yemen do not have reliable access to food and over 8 million people face extreme food shortages.</p><p> </p><p>The International Development Secretary visited Djibouti and Saudi Arabia in December, where she announced a further £50 million in life-saving UK aid to provide food and fuel for millions of people. According to the UN, almost 21 million people (over 75% of the population) are in need of humanitarian aid, with nearly 10 million in need of immediate help to save or sustain life. Yemen is also facing the world’s worst cholera outbreak with over 624,000 suspected cholera cases recorded since April and more than 2,000 deaths.</p><p>In response, the UK has increased our funding for Yemen to £139 million for 2017-18. This includes support for cholera prevention; the provision of medical supplies and treatment for those affected; as well as life-saving interventions including nutrition support to 1.7 million people and clean water and sanitation for 1.2 million people.</p><p>On the 11<sup>th</sup> August, the Secretary of State for International Development announced that we are targeting £8 million of our support to UNICEF and the International Organization for Migration on activities specifically to address cholera. The funding will be used to provide medical supplies to half a million people, give safe access to chlorinated water to 300,000 people, and rehabilitate medical facilities used by 250,000 people.</p><p>This is a significant increase from previous years, and makes us the second-largest contributor to the UN’s 2017 Yemen Appeal and the third-largest humanitarian donor overall. According to the UN, almost 21 million people (over 70% of the population) are in need of humanitarian aid and 7 million face extreme food shortages (including 462,000 children under 5 suffering from acute malnutrition). As a result, Yemen is facing the world’s worst cholera outbreak with 262,650 cases recorded and over 1,587 deaths.</p><p>In response, the UK has increased our funding for Yemen to £139 million for 2017/18. This includes support for cholera prevention, and the provision of medical supplies and treatment for those affected. In addition, we are helping fund 1 million cholera vaccines that are currently being sent to Yemen through GAVI, the Global Vaccine Alliance.
