star this property answer text <p>Supporting victims of sexual violence and abuse is an absolute priority for this government.</p><p>We have taken a number of steps to support the mental health of victims while they wait for rape trials.</p><p>In December 2022, the Ministry of Justice launched the 24/7 Rape and Sexual Abuse Support Line to provide victims and survivors access to vital help and information whenever they need it.</p><p>In August 2023, we launched the recommissioned Rape and Sexual Abuse Support Fund, providing £26 million to over 60 specialist support services.</p><p>The Government is also quadrupling funding for victim and witness support services by 2024/25, up from £41 million in 2009/10. This includes additional ringfenced funding to increase the number of Independent Sexual Violence Advisors (ISVAs) and Independent Domestic Violence Advisors (IDVAs) to around 1,000 by 2024/25 - a significant increase on the number of ISVAs and IDVAs.</p> more like this

star this property answer text <p>We recently published a process evaluation of the implementation of the pre-recorded cross-examination special measure (also known as section 28) for complainants of sexual and modern slavery offences on gov.uk. This was a qualitative evaluation which explored witness and practitioner views and experiences of section 28 to understand whether the provision was working as intended.</p><p>Ministry of Justice analysts are currently scoping an impact analysis of section 28 which will give us further qualitative data on if the measure influences the outcomes and delivery in these cases or impacts on the functioning of the courts overall.</p><p>The Ministry of Justice currently holds limited quantitative data on the use of special measures in rape cases, however we expect this to improve following the rollout of the Common Platform, a digital case management system which will be able to record special measure applications. As such we are currently unable to publish data on the number or proportion of rape cases that used special measures. However, on the criminal justice delivery dashboard we have published data which shows 433 witnesses in adult rape cases gave evidence using section 28 between January 2021 and December 2022.</p>

star this property answer text <p>Operation Soteria is a significant step-change in Crown Prosecution Service (CPS) and Police ways of working to ensure national consistency in the approach to handling adult rape cases.</p><p>Since the launch of Operation Soteria pilots, the CPS has observed consistent improvements in performance on rape prosecutions.</p><p>For example, in CPS London North we have seen significant improvements in our prosecutions flagged as adult rape, with a 24% increase in the calendar year 2022 compared to 2021. Similarly, charging decisions on cases flagged as adult rape have also increased in CPS London North, by 41% in the calendar year 2022 compared to 2021.</p> more like this

star this property answer text <p>Through the Rape Review, we are making sustained progress on our ambitions to increase the number of referrals to the CPS, CPS charges, and Crown Court receipts for adult rape cases back to 2016 levels. 2016 levels are an ambitious target – convictions in 2016 were 30% higher than in 2010 under Labour.</p><p> </p><p>According to the latest quarter of data we have either exceeded or are on track to exceed each ambition:</p><p>o There were 1,079 total police referrals, more than double the 2019 quarterly average of 461 and up by 41% compared to the 2016 quarterly average of 766. (Oct-Dec 2022)</p><p>o There were 472 CPS charges, nearly double the 2019 quarterly average of 244, just 12% below the 2016 quarterly average of 538. (Oct-Dec 2022)</p><p>o The number of adult rape Crown Court receipts continued to increase in the first quarter of 2023 with 605 Crown Court receipts, exceeding our ambition of 553. (Jan- March 2023)</p><p> </p><p>Crucially we are increasing the number of cases we are bringing to court. Adult rape prosecutions continue to rise, up to 1,710 in 2022, an increase of 4% on 2010 under Labour.</p>

star this property answer text <p>In June 2021, we published the End-to-End Rape Review Report and Action Plan and we are seeing steady and sustained progress on our ambitions to increase the number of adult rape cases being referred, charged, and received at the Crown Court.</p><p>According to the latest data (Jul – Sep 2022) we are on-track to reach our ambition for all three metrics:</p><ul><li>There were 999 total police referrals, up by 117% compared to the quarterly average in 2019 (461), when the Rape Review was commissioned.</li><li>There were 473 CPS charges, up by 94% compared to the 2019 quarterly average (244).</li><li>There were 467 Crown Court receipts, up by 102% compared to the 2019 quarterly average (231).</li></ul><p>We have also seen increases in the number of people prosecuted for an adult rape offence, which went up by 15% over the past year (from 1,193 in the year to June 2021 to 1,371 in the year to June 2022) and by 62% compared to the pre-pandemic year (from 848 in the year to June 2019).</p><p>We are determined to go further for rape victims so that more victims of rape get the justice they deserve and more rapists are taken off our streets.</p><p>We regularly publish updates on the progress we are making through the six-monthly progress reports. We have published three of these reports (in December 2021, June 2022, and December 2022), with the next report due to be published in June 2023. The December 2022 Progress Report was already announced in the House through a written ministerial statement.</p>

star this property answer text <p>In June 2021, we published the End-to-End Rape Review Report and Action Plan. During that review, we took a hard and honest look at how the entire criminal justice system deals with rape and in too many instances it simply has not been good enough. We apologised at the time for this and committed to delivering real improvements to transform support for victims, and working with the police and the CPS to more than double the number of adult rape cases being charged and reaching court by the end of this Parliament.</p><p>Since June 2021, we have made significant progress in delivering actions to change the system for the better. Whilst the majority of actions are on track and have been delivered in the timescales we intended, there is much work still to do to ensure that the actions are having the impact they need to.</p><p>We are committed to going further and pushing harder on our actions so that we can drive bigger impacts, deliver wider system change and crucially, deliver justice for victims of rape and sexual abuse. We are:</p><ul><li>Establishing suspect-focused rape investigations – known as Operation Soteria – across five police forces, and will expand this to 14 more by September, with a national rollout completed by June 2023.</li><li>Expanding pre-recorded cross-examination (Section 28) for victims of sexual violence and modern slavery in Crown Courts nationwide – with this vital measure now available in almost half of all Crown Courts (37 locations). The Government is committed to rolling it out nationwide by September.</li><li>Expanding support for victims. This includes creating a national 24/7 support line for victims of rape and sexual abuse, so that every victim can access support whenever and wherever they need it. We are using additional ringfenced funding to increase the number of Independent Sexual and Domestic Violence Advisors (ISVAs and IDVAs) by 300, to over 1000 by 2024/25 - a 43 percent increase over the next three years.</li><li>Publishing the CJS delivery data dashboard quarterly for adult rape which brings together local data from across the system in one place for the first time, allowing us to increase transparency, increase understanding of the justice system and support collaboration, especially at a local level.</li><li>Announcing a pilot of enhanced specialist sexual violence support in the Crown Court. This is aimed squarely at doing better by rape victims, giving them the support they need to stay engaged in the process and get the justice they deserve.</li></ul><p>These actions are starting to have an impact on the system, though there is still more progress to be made:</p><ul><li>Rape cases referred by the police to the CPS have increased in the last quarter of 2021 by 76% from the quarterly average in 2019, when the Rape Review was commissioned.</li><li>Rape cases charged by the CPS in the last quarter of 2021 have also increased by 38% from the quarterly average in 2019.</li><li>Rape convictions are increasing: there was a 67% increase in the number of people convicted for rape offences between 2020 and 2021.</li></ul><p>The average number of days for adult rape from CPS charge to the case being completed continued to fall by 38 days – roughly 5 weeks - since the peak in June 2021 – down from 457 days to 419 in October - December 2021.</p>

star this property answer text <p>A key part the Attorney General’s role as head of the profession is meeting regularly with the leaders of the Professional bodies to discuss matters of relevance within the criminal justice system including the Chair of the Bar Council, the Chair of the Criminal Bar Association, the President of the Law Society and the Bar Circuit Leaders. These valuable and productive meetings enable the Law Officers to understand the issues affecting front-line practitioners, so that they are able to articulate their concerns to ministerial colleagues to ensure that in the development of government policy, the views of the profession are reflected and understood.</p><p> </p><p>Agendas for these meetings are prepared so as to allow flexibility, in order to allow for discussion of topical issues. Such issues include the views of practitioners on the Crown Court backlog, government initiatives such as the roll out of s.28 and how we are working together to improve the system performance in relation to rape cases.</p><p> </p><p>The regular monthly meetings of the Bar Council are attended either by the Attorney or the Solicitor General, so as to allow the Law Officers a full understanding of the issues that are affecting front-line practitioners.</p>

star this property answer text <p>This Government is determined to increase the number of rape prosecutions and convictions.</p><p> </p><p>The CPS is undertaking extensive work to drive up and improve prosecutions through their Joint National RASSO Action Plan with the police, the Rape Strategy, and the Operation Soteria Pathfinders, which are testing methods for best practice in six CPS Areas.</p><p> </p><p>Since this work commenced there has been a steady increase in the number of rape charges, prosecutions and convictions, quarter on quarter.</p> more like this
