answer	answer is ministerial correction date of answer 03/07/2019 answer text <p>Funding that is made available through the Provider Sustainability Fund is a recurrent part of the NHS Long Term Plan funding settlement.</p><p> </p><p>The way in which the funding is being deployed is however changing and this means it is non-recurrent at the level of individual providers. answer	answer is ministerial correction date of answer 20/06/2019 answer text <p>The Government is supporting the National Health Service to achieve its Long Term Plan by raising spending on health by £33.9 billion by 2023-24, and as a condition of funding has set five financial tests for the NHS: test 1 commits that the NHS (including providers) will return to financial balance.</p><p>In the short term, the Department will continue to support providers through the Provider Financing facility while organisations get to grips with their financial challenges and develop robust recovery plans. The Department is also reviewing options for debt restructuring to support provider recovery plans.</p><p>The NHS has set out its own strategy for the next five years in the NHS Long Term Plan. NHS England and NHS Improvement will work with local organisations and regional leaders to develop the right operational plans to deliver that strategy, including supporting the NHS to deliver overall financial balance in every year and for individual NHS organisations to all be in balance by 2023-24. The Implementation Framework will assist local health systems, who will build on the engagement already taking place across the country, in developing their strategic Long Term Plan implementation plan over the summer. answer	answer is ministerial correction date of answer 18/06/2019 answer text <p>NHS England and Improvement is responsible for updating the methodology and underlying data used to calculate the market forces factor (MFF).</p><p>The National Health Service published operational planning guidance for clinical commissioning groups and providers on 10 January 2019, which detailed the financial regime for 2019-20. In the National Tariff Payment System for 2019-20, which came into effect on 1 April, the NHS set out that providers will transition to their new MFF values over a five-year period in equal steps, with the MFF moving by a fifth of the distance between the existing and updated MFF values in each year. The NHS manages this as part of the overall position.
