The EU has agreed a regulation on basic road connectivity which guarantees rights for UK hauliers to continue providing services between the UK and the EU should the UK leave without a deal. As it stands, the Regulation would come into effect if the UK left the EU without a deal and would last until 31 December 2019.</p><p>Going forward, we will be working with Member States to agree on bilateral arrangements. 	answer	answer is ministerial correction date of answer 14/03/2019 answer text <p>ECMT permits are unlikely to be needed because an EU measure on basic road connectivity is about to be adopted which would allow for the majority of road haulage journeys currently undertaken by UK hauliers to continue during 2019 without the need for permits.</p><p> </p><p>The applications from the current ECMT window will be combined with the unsuccessful applications from the first window. For these applications, there are an additional 626 annual permits available. We have made legislation setting out how these permits will be allocated and hauliers have already applied for these. So far, we have allocated 984 annual permits to hauliers. There are a further 626 annual permits and 4,824 short-term permits that we can allocate to UK hauliers.</p><p> </p><p>However, we do not intend to rely on ECMT permits. The EU is close to agreeing a new regulation meaning UK operators will be able to carry out road haulage to EU Member States until 31 December 2019. This will allow UK hauliers to make most international journeys without a permit. We are confident that hauliers will still be able to operate in the EU without an ECMT permit for the equivalents of most of the journeys they make now.</p><p>We secured additional ECMT permits at the ECMT Road Transport Group meeting of 4<sup>th</sup>/5<sup>th</sup> February, which includes 290 annual Euro 5 permits, 336 annual Euro 6 permits, 840 short term Euro 5 permits and 1152 short term euro 6 permits. This in an increase in ECMT permits of around 65%. Following the application of allocation criteria previously set out to the House, 984 ECMT annual permits have been allocated to operators and a further 2,832 short term permits will start to be allocated by March 2019. The Government has secured additional ECMT permits for 2019 and is in discussions with road haulage stakeholders on the process for allocating these. 	answer	answer is ministerial correction date of answer 06/03/2018 answer text <p>Officials and ministers in the Department for Exiting the European Union and the Department for Transport engage with stakeholders in the road haulage industry, as well as wider groups reliant on road haulage, on a regular basis.</p><p>We have conducted a number of informal bilaterals and roundtables with hauliers and trade associations as well as attending a number of conferences organised by the sector. In particular:</p><ul><li><p>Secretary of State for Transport has <strong>held roundtables with road industry leaders</strong> from the motoring, freight and logistics sectors to discuss EU Exit. Issues discussed have included: access to EU Member States; road haulage on the island of Ireland; vehicle standards; customs; and opportunities from EU exit. They have also discussed the Haulage Permits and Trailer Registration Bill. Officials from DExEU have attended these events.</p></li><li><p>The Government engages regularly with the <strong>Freight Transport Association (FTA)</strong>, who are one of the UK’s largest trade associations and represent the transport interests of companies moving goods by road, rail, sea and air. I met with them in December 2017 and discussed their interests and concerns around EU exit, including the Haulage Permits and Trailer Registration Bill. Former Minister the Rt Hon.
