answer	answer is ministerial correction date of answer 20/05/2019 answer text <p>Our Clean Air Strategy sets out measures to reduce emissions of pollution, improving public health.</p><p>The Government has put in place a £3.5 billion plan to improve air quality and reduce harmful emissions.</p><p>The Mayor of London is responsible for air quality in London. Local authorities are best placed to target action to improve local air quality. Defra’s Air Quality Grant Programme provides funding to local authorities for projects in local communities to tackle air pollution and reduce emissions which may include action targeting schools. This includes the power to introduce a Clean Air Zone under the Transport Act 2000 should they wish to do so. Their local knowledge and interaction with the communities that they serve mean that they are better able to know the issues on ground in detail, and the solutions that may be necessary or appropriate to the locality.</p><p> </p><p>In England, the Department for Environment, Food and Rural Affairs (Defra) sets out the national policy framework for tackling harmful air pollution. Local measures, such as those aimed at reducing exposure around schools, are taken by local authorities to whom air quality actions are delegated.</p><p> </p><p>The Government provides guidance, including helpdesk advice, to local authorities to assist them in carrying out their local air quality management responsibilities. answer	answer is ministerial correction date of answer 28/01/2019 answer text <p>Local authorities have a statutory responsibility to review and assess local ambient air quality, and are responsible for mitigation of air pollution where people are likely to be exposed, such as at schools.</p><p>Defra provides guidance and support to local authorities on monitoring; positioning of monitors is expected to be in line with national and local priorities, and may include schools and other locations where there is high risk of public exposure.</p><p>Coventry City Council monitor for both NO<sub>2</sub> and PM<sub>2.5</sub>. answer	answer is ministerial correction date of answer 24/10/2017 answer text <p>The Government published the air quality plan for nitrogen dioxide (NO<sub>2</sub>) on 17 July 2017. This sets out the Government’s approach to reducing concentrations of NO<sub>2</sub> across the UK. The plan states that due to the highly localised nature of the problem, local knowledge will be crucial to solving pollution problems in these hotspots. The Government has therefore provided an additional £255 million in funding to help these local authorities develop plans which will deliver targeted action to address pollution hot spots, including areas surrounding schools if necessary.</p><p> </p><p>There are a range of measures local authorities can implement as part of their plans such as retrofitting buses or changing road layouts, including introducing Clean Air Zones should they consider this an appropriate solution. Local authorities already have the powers required to introduce Clean Air Zones under the Transport Act 2000. The location and density of monitoring stations is greatest within areas where the highest concentrations of pollutants occur. The number and location of stations is regularly reviewed to ensure sites are appropriately located.</p><p>Defra provides guidance and support to local authorities in England on local monitoring. Positioning of local monitors is expected to be in line with national and local priorities, which may include schools and other locations where there is high risk of public exposure to air pollutants.
