The Recruiting Partnering Project remains within the overall agreed cost of £1.360 <ins class="ministerial">billion. </ins><del class="ministerial">million.</del><br /><br />My right hon. Friend the Secretary of State for Defence (Philip Hammond) set out on 14 January 2014 the cost of Capita providing a new Information Technology platform as part of the Recruiting Partnering Project (Official Report: column 716). At the time, these costs were expected to be around £47.7 million directly linked to the change of hosting provision. Since this statement, these costs have reduced to around £42.9 million. <br /><br />As previously stated by the Secretary of State on 14 January, there has been an additional cost of around £1 million per month to run the Capita system. With regards to NATO exercises, I refer the hon. Member to the answer given by my hon. There are seven NATO wide cyber exercises planned for 2014. Ministers also attend the Task Force Helmand homecoming parades in London, which include representatives of all the units that deployed. The Prime Minister hosted members of 1st Mechanised Brigade in the Palace of Westminster following their parade in October last year.</p><p> </p><p>In February 2013, the Minister for Defence Personnel, Welfare and Veterans (Anna Soubry) visited Aldershot to visit 1st Battalion, Irish Guards following their return from operational duties in Afghanistan. The figure quoted reflects the media costs of the campaign, and includes approximately £1.2 million from the existing contracted budget. I have placed a copy of the marketing brief and analysis of results for the Step Up campaign in the Library of the House. The Start Thinking Soldier campaign took place four years before the current partnering arrangement between the Army and Capita started. Although formal evaluation is no longer held for Start Thinking Soldier, I have placed the marketing brief for the television advertising in the Library of the House.</p><p> </p><p>The Army is always recruiting, as it requires a constant flow of personnel to enter as privates and officer cadets, and then to gain the knowledge and experience to be promoted through the ranks. Consequently, it will always need to run recruitment campaigns. Member is referring to cases where administrative action was taken, under AGAI Chapter 67 or the equivalent regulations in the Naval Service and RAF, against Service personnel who had been in receipt of a simple police caution, after the amendment to the Rehabilitation of Offenders Act 1974 made by section 49 the Criminal Justice and Immigration Act which came into force on 19 December 2008. <br><br>The range of administrative sanctions which could have been applied in such circumstances is extremely wide, ranging from a formal warning to termination of service. The Strategic Defence and Security Review 2010, our ongoing work to deliver the Future Force and emerging work on the Joint Expeditionary Force ensure that the UK has the appropriate number of deployable forces to meet our requirements. The UK does remain one of the very few countries that can deploy and sustain a brigade size force together with its air and maritime enablers, for intervention and enduring stabilisation operations, almost anywhere in the world. Countering illegal bird trapping is one of the key priorities of the Sovereign Base Areas Administration and the Sovereign Base Areas Police. This is stated in the Chief Constable's annual report and strategic plan. Police enforcement action has resulted in 132 arrests and convictions over the last four years for bird trapping offences and the seizure and destruction of large quantities of equipment. The Sovereign Base Areas Administration reviews regularly what additional measures could be introduced within the Sovereign Base Areas.
