That answer is included below for your ease of reference and I have nothing further to add to this.</p><p><em>As Leader of the House, I regularly stress to departments the importance of giving full and timely answers to Questions for Written Answer. The content of each answer is a matter for the Minister concerned, and each Minister is responsible to the House for the answers they provide. That direct accountability is important: that is why Ministers in this House must provide personally signed answers to members.</em></p><p><em>The Ministerial Code says that “It is of paramount importance that Ministers give accurate and truthful information to Parliament”. It also makes clear that “Ministers should be as open as possible with Parliament and the public, refusing to provide information only when disclosure would not be in the public interest”. In addition, there is a longstanding rule of this House that all answers should be complete and comprehensible. I shall continue to make this guidance clear to all Ministers.</em></p>

answer text <p>I take very seriously my responsibility as Leader of the House to encourage Ministers to be punctual in answering written questions. I recently published data on departmental performance in answering Questions for Written Answer for the 2015/16 session, where I was pleased to see that 93% of questions were answered within 10 working days. Nevertheless, we must always strive to do better. I have written to the three departments with the greatest proportion of late responses in the last session to make clear the House’s expectations and to stress the importance of timely responses.</p><p> </p><p>Though the Department for Business, Energy and Industrial Strategy (formerly the Department for Business, Innovation and Skills) received 475 Questions for Written Answer in 2015/16 - more than double the number received in the previous session - Ministers were nevertheless disappointed by the department’s performance. In response the department has put in place a range of actions to improve performance, including strengthening internal deadlines and procedures. Baroness Neville-Rolfe, as the Lords Minister, has stressed to me how seriously the department takes its responsibilities to Parliament and is confident that performance will improve in this session.</p><p><br>My office continues to work with all departments to ensure prompt and comprehensive responses to all Questions for Written Answer. I will continue to publish data on an annual basis to allow analysis of performance over time. This practice is important in highlighting where improvements in timeliness could and should be made.</p>

answer text <p>As detailed in my previous answer (HL4521), I have recently written to Lord Keen of Elie QC and the Secretary of State for Justice to make clear the House’s expectations with regards to Questions for Written Answer. I am informed that the Ministry of Justice has taken steps to rectify the issue, including making further process improvements, for example reducing the internal deadlines to allow more time for clearance. Lord Keen of Elie QC has also had discussions with senior officials within the Department about its recent performance. The Ministry of Justice has now cleared all overdue Questions for Written Answer, including HL3278, which was answered on 30 January 2017.</p><p>My office will continue to work with all departments to ensure prompt and satisfactory answers to Questions for Written Answer.</p> more like this

answer text <p>As Leader of the House I take very seriously the responsibility incumbent on all Ministers to provide full, timely and comprehensible answers to Questions for Written Answer (QWAs). My office immediately approaches departments who have not responded to questions after 10 working days, and remains in contact with them until the questions are answered.</p><p>I am informed that due to ongoing technical problems with software used by the Home Office for processing answers to QWAs, the usual clearance process has experienced delays since October which have caused a backlog. I have been assured that steps have now been taken to safeguard against the problem reoccurring.</p><p>The Ministry of Justice recognise recent reductions in performance with regard to QWA responses, which I am informed is due to a reduction in resources​ ​as ​a result of process and system changes. The Department has assured me that they have taken steps to rectify this, including making further process improvements.</p><p>I have written to the Secretaries of State for both Departments to stress the importance of providing full and timely responses to QWAs and have written to my front bench team to reiterate the House’s expectations in the light of recent performance.</p>

answer text <p>The Companion to the Standing Orders is the single authoritative statement of practice and procedure of the House, issued with the authority of the Procedure Committee.</p><p><strong><br>Erskine May is edited by the Clerk of the House of Commons. It contains some additional information about the history and privileges of Parliament, including the House of Lords, and Lords Clerks contribute to its production, but for the House of Lords the resulting text does not have the authoritative status that it does in the House of Commons. For this reason, and in order to keep the Companion a manageable length, I do not propose to pursue amalgamation of the texts into a single volume.</strong></p> more like this

answer text <p>The process for tabling oral questions was considered in detail in the 2012-13 session. In response to concerns raised about the current “first-come-first-served” system - including a concern about the requirement to queue raised by my Noble Friend, Lady Sharples - the Procedure Committee proposed the introduction of a ballot in its place (Procedure Committee, 3rd Report, Session 2012-13). The House remitted the issue back to the Procedure Committee for further consideration (HL Deb 9 Jan 2013, cols 145-172). <br><br>That further review did not identify a clear consensus as to whether a ballot was preferred to the “first-come-first-served” system (see Procedure Committee, 5th Report, Session 2012-13; see also HL Deb 24 April 2013, cols 1406-1417). <br><br>I know that strong views persist on both sides of the argument about this issue. I will write to the Chairman of the Procedure Committee on my Noble Friend’s behalf to suggest that the matter might be discussed at a future meeting of the Procedure Committee.</p><p> </p>

Its proposal to reduce the length of membership from four successive sessions to three, in order to secure a regular turnover of membership and therefore broaden participation in the work of the House’s committees by members, was agreed to by the House (HL Deb 13 May 2014, cols 1771-1775).</p><p> </p><p>I have no plans to present further proposals to change the rotation rule to the Procedure Committee. answer text <p>Where the Speakers List for a debate is exceptionally long, it is open to the Usual Channels to consider special arrangements - including an early sitting of the House (as was arranged for the Second Reading of the European Union Referendum Bill) or adjourning the debate and resuming it on a subsequent day. However, in considering whether to make such arrangements, account must also be taken of members wishing to speak who may not be able to be present on a subsequent day, or for an earlier sitting, and would consequently not be able to participate if such an arrangement were made at short notice. For this reason, case-by-case consideration of the best way forward may serve the House better than a general principle, and so I do not propose to initiate discussions along the lines suggested at this time.</p><br /> more like this

answer text <p>On 13 May the House agreed a new set of rules to govern the content of written answers, in response to the introduction of a new electronic system for submitting them. While the digital copy of answers will be the definitive record copy, all written answers will continue to be published, and a signed copy will continue to be sent to the Peer asking the question.</p><p>These rules make clear that all answers should be complete and comprehensible, and not rely on references to external documents or webpages. They also make clear that supporting documents should be included as attachments, not hyperlinks, and referred to in the answer itself. Any attachments that are included will be available in the Library to be printed out on demand.</p><p>All of these rules will help to accommodate those without internet access. I will remind all Lords Ministers to adhere to them.</p><p> </p> more like this

answer text <p>Questions for short debate, which remain the principal means by which backbenchers are able to secure 1-1½ hour debates in the Chamber or Grand Committee, are, by design, treated as questions rather than motions. As such there is no right of reply.* Standing Order 32(2) is also clear in that members may only speak once to questions for short debate, save, with the leave of the House, to clarify a point they have made in their speech.</p><p>The speaking time limits for additional backbench contributors in the twenty-five questions for short debate we have had so far in this session have ranged from two to ten minutes. Any change to the present arrangements would of course be a matter for the Procedure Committee. answer text <p>I have recently written to Lords ministers to reiterate the importance of providing timely responses to select committee reports and I am assured that ministers are working hard to ensure the Government respond to reports within two months of their publication. However, sometimes circumstances dictate that it will not be possible to provide a response within this timeframe. Sometimes a later timeframe is agreed with the committee in question when it may be possible to give a fuller response at a later point. In such instances the relevant government department will maintain contact with the relevant select committee chairman and secretariat.</p><p>The Government values the work of the select committees of this House, and understands the importance of proper engagement with them. The House has the opportunity to consider Government responses alongside the report at the point at which it is debated and I recognise the importance of having sufficient time to consider it beforehand. This is an important way that the House holds Government to account for the quality and timeliness of the response.</p>
