star this property answer text <p>To date over £48 million has been paid out to local authorities through the Community and Business Recovery Fund and Council Tax and Business Rates discounts to assist households and businesses affected by the floods caused by Storms Desmond and Eva.</p><p> </p><p>Local authorities have not notified the Department of any allowable costs not covered by the sums transferred. It is expected that further payments will be made shortly as flooded property numbers are confirmed and further funds requested.</p> more like this

star this property answer text <p>To date, local authorities have received 1,285 applications for Property Level Resilience grant funding and have so far approved 162.</p><p>Property Level Resilience grants are dependent on works which require properties to dry out and are usually claimed retrospectively. The current rate of payments is similar to equivalent previous schemes where the profile of spend shows payments accelerate in the third and fourth quarters after damage.</p> more like this

star this property answer text <p>The Department’s latest land use change statistics provide estimates on the proportion of new residential addresses created in national flood zone 3. The latest figures show that in 2013-14, 7% of new residential addresses were created in the national flood zone 3. This equates to an estimated 9,100 homes being built in national flood zone 3 in 2013-14.</p><p>Prior to the publication of 2013-14 figures land use change statistics were calculated using a different methodology so they are not directly comparable to the 2013-14 figures. Figures produced using the previous methodology were last published for the calendar year 2011 and are provided in the attached table.</p><p>National planning policy is designed to protect people and property from flooding. Local planning authorities are expected to avoid inappropriate development in areas at risk of flooding by directing development away from areas at highest risk.</p> more like this

star this property answer text <p>The power for a Secretary of State to require the Care Quality Commission to undertake a special inspection of local authority commissioning of care services has already been commenced.</p><p> </p><p>The Coalition Government has a strong record of reducing top-down inspections of local government, reflecting commitments made in the Coalition Agreement. Intervention in the activities of locally accountable councils should only be considered where a last resort.</p><p> </p><p>I am not aware of any evidence that would constitute the kinds of exceptional circumstances that would warrant deployment of this power. Indeed it is arguable that local councils have been very effective in procuring care services and local taxpayers will thank them for having kept care costs under control.</p><p> </p><p>Even where there is evidence of poor commissioning practice by particular councils, the Government expects councils collectively, through the Local Government Association, to take the lead in improving poor performance. The Association has developed a programme of peer support available to councils, which includes mentoring and peer challenges.</p>
