Since the early 1990s, the proportion of under 40s who are homeowners in England has declined by over a third from 62% in 1993/4 to 39% in 2013/14. 	answer	answer is ministerial correction date of answer 24/11/2015 answer text <p>More council housing has been built since 2010 than in the previous 13 years. 2014 saw the highest number of council housing starts for 23 years.</p><p>Almost £222 million of extra borrowing headroom has been allocated to 36 councils in England to support over 3,000 new affordable homes in 2015/16 and 2016/17.</p><p>The 2011-15 Affordable Homes Programme exceeded expectations - delivering 186,000 new affordable homes -16,000 more than the target. In addition, this Government is committed to delivering a further 275,000 new affordable homes by 2020. Through the 2015-18 Affordable Homes programme, we have already allocated around £1.4 billion to support this delivery</p><p>The Government is committed to helping hard working people across the country to own their own home. We believe that shared ownership has an important role to play in helping those who aspire to home ownership but may be otherwise unable to afford it.</p><p>We launched a one-off £36 million funding package in August to pave the way for the first wave of Starter Homes on brownfield sites that would otherwise not be built on to help more young people into discounted home ownership. Of this, up to £10million will be made available to councils in England. 200,000 Starter Homes will be built by 2020/21.</p><p>Right to buy additions are due within 3 years of sales: 3,694 new Right to Buy addition starts and acquisitions were delivered against 3,054 additional homes sold in the first year of the scheme. The latest figures show that in 2013-14, 7% of new residential addresses were created in the national flood zone 3. This equates to an estimated 9,100 homes being built in national flood zone 3 in 2013-14.</p><p>Prior to the publication of 2013-14 figures land use change statistics were calculated using a different methodology so they are not directly comparable to the 2013-14 figures. Figures produced using the previous methodology were last published for the calendar year 2011 and are provided in the attached table.</p><p>National planning policy is designed to protect people and property from flooding. Local planning authorities are expected to avoid inappropriate development in areas at risk of flooding by directing development away from areas at highest risk, including floodplains. The policy is underpinned by planning guidance which makes clear that new house building should not be permitted in functional floodplains where water has to flow or be stored in times of flood.</p><p>Mitigation measures to make development acceptable in flood risk areas can be made a requirement of any planning consent.</p><p>All local planning authorities are expected to follow the strict tests set out in national planning policy and guidance. 	answer	answer is ministerial correction date of answer 12/01/2016 answer text <p>National planning policy on flooding must be taken into account by local planning authorities in preparing their local plans and we are clear they should take advice from the Environment Agency and other relevant flood risk management bodies in doing so.</p><p>Additionally, a local planning authority must, as set out in the Town and Country Planning (Development Management Procedure) (England) Order 2015, consult the Environment Agency on planning applications for development proposed on a floodplain and, in determining the application, they must take into account their advice. As an added safeguard, if a local planning authority wants to approve an application that the Environment Agency has objected to because of concerns about flood risk, they must first refer it to the Secretary of State to consider whether it should be ‘called-in’. The National Planning Policy Framework is clear that local planning authorities should avoid inappropriate development in areas at risk of flooding by directing development away from areas at highest risk, including floodplains. If there are better sites in terms of flood risk, or a proposed development cannot be made safe, it should not be permitted. Any new buildings that are permitted in flood risk areas should be appropriately flood resistant and resilient.</p><p>Local planning authorities and developers are best-placed to understand the details of the development proposed and the local circumstances and risks to determine if a review is needed. It is in the interest of both the local planning authority and the developer to review a planning permission that has yet to be implemented in an area affected by the recent flooding. This can lead to an entirely new planning application being submitted by the developer to deal with the flooding issues now known. If adjustments can be made to the development, an application to make a non-material amendment under section 96A of the Town and Country Planning Act 1990 may follow.
