	answer	answer is ministerial correction date of answer 11/02/2019 answer text <p>Since 2010 there have been changes to the financing and functions of local government, and therefore spending power, the measure of funding available to local authorities, is not directly comparable over this period.</p><p>Prior to 2013-14, Formula Grant was non-ring fenced money for local government services. It was funded by central government grant and redistributed business rates. From 2013-14, Settlement Funding Assessment became the way central government provided local authorities with non-ring fenced funding for local government services.</p><p>Councils will have had access to over £200 billion over the five-year period 2015-16 to 2019-20, and funding for local government will increase in real-terms next year.</p><p>As democratically elected organisations, local authorities are independent of central government and are responsible for managing their budgets in line with local priorities. However, the Government expects local authorities to meet the challenge of making savings, while continuing to provide excellent services to local communities. 	answer	answer is ministerial correction date of answer 05/03/2019 answer text <p>The annual single night snapshot of Rough Sleeping in Autumn 2018 was published on January 31 2019 at the link (attached) below:</p><p><a href="https://www.gov.uk/government/statistics/rough-sleeping-in-england-autumn-2018" target="_blank">https://www.gov.uk/government/statistics/rough-sleeping-in-england-autumn-2018</a>.</p><p>This includes figures from all English local authority annual rough sleeping snapshots since 2010. Where appropriate, local authorities do capture some demographic information on those they identify sleeping rough including on gender, age and high level nationality (UK, Non-UK EU and Non-EU). This does not include refugee or asylum seeker status.</p><p>However, this does not mean that we are not focused on these cohorts, and all those who are vulnerable and sleeping rough. London’s CHAIN data, which provides information on the individuals seen sleeping rough by outreach teams in London throughout the year does contain this information in order to better understand each individuals unique circumstances. Their latest data can be found at the link below.</p><p><a href="https://data.london.gov.uk/dataset/chain-reports" target="_blank">https://data.london.gov.uk/dataset/chain-reports</a>.</p><p>This Government is committed to reducing homelessness and rough sleeping. No one should ever have to sleep rough. That is why last summer we published the cross-government Rough Sleeping Strategy which sets out an ambitious £100 million package to help people who sleep rough now, but also puts in place the structures that will end rough sleeping once and for all. Already, this has provided over 1,750 new bed spaces and 500 staff. The number of authorities with detailed planning guidance on the provision of specialist housing for older people is not recorded. We will publish further planning guidance, to assist councils to put these policies in place, in accordance with the Neighbourhood Planning Act commitment. We have undertaken extensive engagement in relation to the guidance, including discussions with a range of local authorities, charities and house builder representatives to identify and discuss the key issues. This is done at the local or mayoral authority level. For this reason we do not hold data on the total number of hostel spaces available in London, nor specific data on those rough sleepers with dogs.</p><p>However, the government does commission Homeless Link to conduct annual reviews on single homelessness support, which includes the number of hostel bed spaces (and void bed spaces) in the capital, and across the country. The latest of which is for 2017 and can be found (attached) at: <a href="https://www.homeless.org.uk/facts/our-research/annual-review-of-single-homelessness-support-in-england" target="_blank">https://www.homeless.org.uk/facts/our-research/annual-review-of-single-homelessness-support-in-england</a>.</p><p>We appreciate that those rough sleeping with dogs have specific needs and do fund, through the Rough Sleeping Initiative (RSI) and other programmes provision that accounts for this. For example, the new St Mungo’s RSI hostel in Bristol takes clients with dogs, as does emergency accommodation in St Edmundsbury and Nottingham. The RSI funded floating London hub – that moves between boroughs and is currently in Westminster – also accepts dogs into their service. Moreover, as a result of RSI funding, Birmingham has linked closely with Dogs On the Streets (DOTS). This organisation has significantly helped in working with entrenched rough sleepers who have dogs and other pets. As with the complex needs of any rough sleeper, we try and ensure someone having a dog, or any pet, is not a barrier to them getting the help they require.</p><p>This Government is committed to reducing homelessness and rough sleeping. No one should ever have to sleep rough. That is why last summer we published the cross-government Rough Sleeping Strategy which sets out an ambitious £100 million package to help people who sleep rough now, but also puts in place the structures that will end rough sleeping once and for all. 	answer	answer is ministerial correction date of answer 28/03/2019 answer text <p>Following a decision to call in a planning application, a public inquiry is held by an independent Planning Inspector before the case comes to the Secretary of State for determination.</p><p>As the Noble Lord’s question specified no timeframe, the answer below covers the position since the commencement of the current Parliamentary session in June 2017.</p><p>In that period, the Secretary of State has called in 17 cases for his determination, of which 12 remain undetermined.</p><p>Of the 12 undetermined cases, 6 are yet to come before the Secretary of State, and 6 are currently with him.
