While some market housing may be allowed on such sites, this is at the local planning authority’s discretion, and no threshold applies. Homes England’s objectives already include supporting more affordable housing and providing expert support to priority locations. Through this commitment to support priority locations, government funding is directed to address affordability where it poses the greatest problem for the country so homes can be built where they are most needed.</p><p>It is the responsibility of local authorities to plan to reflect local needs, particularly for affordable housing, including through rural exception sites. answer	answer is ministerial correction date of answer 08/07/2019 answer text <p>This Government believes that meeting the housing needs of rural communities is important and has provided nearly 140,000 affordable homes in rural local authorities in England since April 2010.</p><p>Our £9 billion Affordable Homes Programme will deliver 250,000 new affordable homes of a wide range of tenures, including social rent by March 2022. answer	answer is ministerial correction date of answer 09/07/2019 answer text <p>The National Planning Policy Framework makes it clear that in rural areas, planning policies should identify opportunities for villages to grow and thrive, especially where this will support local services. These opportunities should be explored in both local plans and neighbourhood plans that look to allocate housing.</p><p>The Framework also makes it clear that in rural areas housing development that reflect local needs should be supported. National planning policy makes it clear that in rural areas, housing development that reflect local needs should be supported, and that affordable housing can be sought for residential developments that are not major developments in designated rural areas. None of our proposals change this overall approach.</p><p>In <em>Planning for the Future</em>, we propose to replace the existing system of developer contributions with a new Infrastructure Levy, which will deliver at least as much onsite affordable housing as at present. answer	answer is ministerial correction date of answer 02/11/2020 answer text <p>This Government believes that meeting the housing needs of rural communities is important and nearly 165,000 affordable homes have been provided in rural local authorities in England between April 2010 and March 2019.</p><p><br> We are investing £12.2 billion in affordable housing over 5 years from next year (2021-2026). This represents the highest single funding commitment to affordable housing in a decade. <br> <br> This investment includes the new £11.5 billion Affordable Homes Programme which will be delivered over 5 years from next year (2021-2026), providing up to 180,000 new homes across the country, should economic conditions allow. Homes England’s funding prospectus for this supports the delivery of rural housing, with the commitment of 10% of the housing delivered to be in settlements with a population fewer than 3,000. Furthermore, Homes England has dedicated rural housing champions in each of their operating areas and they remain active across the rural housing sector.</p><p>The department collects annual data on new affordable housing supply but does not collect all the data required on disposals of affordable housing that would allow to calculate the net change in affordable housing in rural areas.</p><p>The latest available official statistics on new affordable housing supply are for 2018-19. We’re increasing the supply of affordable housing and investing over £12 billion in affordable housing over 5 years, the largest investment in affordable housing in a decade. This includes the new £11.5 billion Affordable Homes Programme, should economic conditions allow. <br> <br> Since April 2010, over 190,000 affordable homes have been provided in rural local authorities in England. And between April 2015 and March 2020, 11% of new build additional Affordable Homes have been delivered in villages with a population of fewer than 3000, and we recognise the importance of these settlements for both economic and housing growth. <br> <br> The Government has given councils a comprehensive range of tools to deliver a new generation of council housing and have a key role in the delivery of affordable housing:</p><ul><li>A package of reforms that give local authorities increased flexibility over how they can spend their Right to Buy receipts on replacement homes. This package will make it easier for authorities to fund homes using Right to Buy receipts including homes for social rent; allow authorities greater flexibility over the types of homes they provide to reflect the needs of their communities; give authorities more time to use receipts and to develop ambitious build programmes; and make sure more new build replacements are delivered instead of acquisitions, contributing to net supply.</li><li>Government abolished the Housing Revenue Account borrowing cap in 2018, enabling local authorities to borrow for building.</li><li>In terms of planning, national policy is clear that affordable housing contributions should not be sought for developments of fewer than 10 units. This is to ensure that a disproportionate burden of developer contributions is not placed on Small and Medium-sized builders.
