answer	answer is ministerial correction date of answer 09/07/2019 answer text <p>The National Planning Policy Framework makes it clear that in rural areas, planning policies should identify opportunities for villages to grow and thrive, especially where this will support local services. These opportunities should be explored in both local plans and neighbourhood plans that look to allocate housing.</p><p>The Framework also makes it clear that in rural areas housing development that reflect local needs should be supported. answer	answer is ministerial correction date of answer 10/07/2019 answer text <p>The Government is committed to reducing homelessness and rough sleeping. No one should ever have to sleep rough. That is why we have made a manifesto commitment to halve rough sleeping by 2022 and end it altogether by 2027, placing a priority on preventing people from becoming homeless in the first place.</p><p>Last summer we published the cross-government Rough Sleeping Strategy. This sets out an ambitious £100 million package to help people who sleep rough now, but also puts in place the structures that will end rough sleeping once and for all. The Government has now committed over £1.2 billion to tackle homelessness and rough sleeping over the spending review period.</p><p>Ahead of the Rough Sleeping Strategy we announced a new Rough Sleeping Initiative in order to have an immediate impact on reducing the levels of rough sleeping.</p><p>The measures within the initiative include:</p><ul><li><p>a cross-government, multi-disciplinary new Rough Sleeping Team;</p></li><li><p>a £30 million fund for 2018-19 for local authorities with high number of people sleeping rough;</p></li><li><p>a further £45 million fund for 2019-20 to help tackle rough sleeping.</p></li></ul><p>In its first year, our Rough Sleeping Initiative (RSI) provided over 1,750 new bed spaces and 500 staff. This year we have expanded the RSI with investment of £46 million for 246 areas – providing funding for an estimated 2,600 bed spaces and 750 staff.</p><p>In April 2018 the Homelessness Reduction Act, the most ambitious legislative reform on this issue in decades, came into force. The Act transforms the culture of homelessness service delivery. Our interventions are making a difference. Last year 222,190 homes were delivered, the highest in all but one of the last thirty years. This year numbers are expected to rise again, representing the 7<sup>th</sup> consecutive year of growth. Good progress has been made and in the short to medium term the Government remains on track</p><p><br> We continue to monitor the market closely to ensure our interventions continue to meet the challenges faced in the longer term. We are committed to seizing every opportunity to boost housing supply, and are taking end-to-end action across the entire market. answer	answer is ministerial correction date of answer 09/07/2019 answer text <p>Everyone deserves a decent and safe place to live, and Government is committed to helping older and disabled people to live independently and safely. Over 516,000 local authority homes have been brought up to the Decent Homes Standard since 2010. The Social Housing Green Paper asked whether there are any changes to what constitutes a Decent Home and we are currently considering responses to the consultation. In the National Planning Policy Framework, we have strengthened the policy approach to accessible housing by setting out an expectation that planning policies for housing should make use of the Government’s optional technical standards for accessible and adaptable housing. Additionally, on 25 June the Prime Minister announced that Government will consult on mandating higher accessibility standards for new housing. Through the Disabled Facilities Grant Government also funds the provision of home adaptations to help enable eligible people of all ages to live independently and safely at home.
