Providing councils with the freedom to use funds in a way that responds to local needs and priorities and avoiding the ringfencing of specific funds, is key to ensuring financial sustainability and sound financial management on the part of authorities themselves.</p><p>The 2019-20 settlement confirmed that Core Spending Power is forecast to increase from £45.1 billion in 2018-19 to £46.4 billion in 2019-20. This is a cash-increase of 2.8 per cent and a real-terms increase in resources available to local authorities. Core Spending Power will rise by an estimated 4.4 per cent in real terms, to around £49.2 billion. This will help provide valuable support for services to young people. We supported the ‘Unremembered Project’, which recognised the contribution made by labour corps from across Asia, Africa and the Caribbean, and this included a focus on the Chinese Labour Corps. We also supported the Meridian Society to work in schools and communities to highlight the almost 100,000 men recruited by Britain to provide essential logistical support in Europe. Currently, we are also supporting the <a href="http://ensuringweremember.org.uk/" target="_blank"> ‘Ensuring We Remember</a> ’ campaign, to create a permanent memorial in central London, to be unveiled in 2019. 	answer	answer is ministerial correction date of answer 12/05/2020 answer text <p>It is only right that we celebrate the enormous contribution of the Windrush Generation and their descendants to our social, economic and cultural life. 2020 will see the second provision of an annual £500,000 grant to support celebrations on 22 June and ensure a lasting legacy.</p><p>Earlier this year, on the advice of the Windrush Day Grants Committee, the Secretary of State for Communities and Local Government approved funding to be allocated among 49 charities, community groups and local authorities.</p><p>In response to the COVID-19 outbreak, we have been working with grantees to encourage them to develop contingency plans if there are still restrictions on gatherings and the use of public buildings on 22 June. In the midst of challenging circumstances, the grantees are demonstrating admirable willingness and aptitude to deliver their project outcomes through online or virtual means to coincide with Windrush Day, and by postponing some delivery until later in the year where necessary. Homes built to the Future Homes Standard will be future-proofed with low carbon heating and high levels of energy efficiency. To help industry prepare for that, in 2021 we will introduce an interim uplift in Part L standards that delivers a meaningful reduction in carbon emissions and provides a stepping stone to the Future Homes Standard in 2025. Within the 2021 standard, there is an increase in the performance of windows. The draft specification for the Future Homes Standard includes a further increase in the performance of windows, which will be further developed over the next couple of years and consulted on in 2023</p><p><br> We also recently consulted on proposals for changes to requirements when work is done in existing buildings. That consultation opened on the 19 January 2021 and closed on the 13 April 2021. For this consultation we have reviewed the standards for windows in order to identify improvements. The proposal we put forward is the highest standard for replacement windows in existing homes which is still cost-effective using a simple measure of payback for investment over the life of the product. 	answer	answer is ministerial correction date of answer 12/11/2018 answer text <p>Last year the Government’s Clean Growth Strategy, which supports the Industrial Strategy, announced a Local Energy Programme, which supports local actors, community groups, local authorities and combined authorities to develop their own energy strategies and deliver their own energy programmes. Community energy is a key part of clean growth, showing what can happen when groups of people come together to de-carbonise energy in local areas, whilst also investing in these places to bring other economic, or social, benefits. Even small-scale projects can provide a valuable contribution to cutting greenhouse gas emissions.</p><p>The National Planning Policy Framework expects local planning authorities to recognise the responsibility on all communities to contribute to energy generation from renewable or low carbon sources. New tests were introduced into planning in 2015 to give local people the final say on onshore wind planning applications in England, which delivered on a manifesto commitment made by the previous Government.
