star this property answer text <p>As Enterprise Zones are a long term intervention (25 years in total) and the programme is still at an early stage, an evaluation of impact at this point would be premature. This reflects the practice of the previous evaluation which was commissioned in 1995 to assess the performance of Enterprise Zones that had been designated between 1981 and 1984. <br><br>However, the Department is looking at options now for a robust evaluation in the future, taking into account recent National Audit Office work on evaluation of spatial programmes, and lessons that can be learnt from the evaluations that are underway on other local growth programmes such as the Regional Growth Fund.</p> more like this

star this property answer text <p>Enterprise Zones are about delivering long term, locally-led, sustainable growth. Since they started in April 2012, they have laid down the foundations for their success and report that they have so far created over 10,000 jobs and attracted 377 businesses, bringing in £1.9 billion pounds of private sector investment.</p><p /> <p>We do not collect data on forecast job numbers by 2015, nor are we imposing Whitehall targets; the jobs to be created in each individual Enterprise Zone will reflect the type of commerce or industry supported on the sites (some sectors are more labour-intensive than others), the local priorities of the Enterprise Zone, the size and context of the zone’s sites and the broader local economy.</p><p /> <p> </p><p /> <p> </p><p /> <p> </p><p /> <p> </p><p /> <p> </p><p /> <p> </p><p /> <p> </p><p> </p> more like this

star this property answer text <p>It is the responsibility of enforcing authorities to satisfy themselves that the responsible person has complied with their duties under the Fire Safety Order 2005.</p><p> </p><p>Under the Fire Safety Order, building owners are required to carry out a fire risk assessment of their premises and put in place and maintain adequate and appropriate fire safety measures to ensure that the risk to life in the event of fire is reduced to as low as reasonably practicable. The Order is not prescriptive about what particular safety measures are needed; these are for the building owner to determine based on the specific circumstances of their building and the needs of the occupants, including those who may be particularly vulnerable to the risk from fire.</p><p> </p><p> </p> more like this

star this property answer text <p>Exercise Senator 2011 tested the multi-agency response to an incident involving a UK nuclear weapon convoy travelling in Scotland and the simulated release of radioactive material. The Ministry of Defence is the lead Government Department responsible for emergencies involving defence nuclear assets (other than an emergency arising as a result of a terrorist event where the Home Office is appointed as lead).</p><p> </p><p>The Ministry of Defence works closely with devolved administrations (Scotland in this exercise) and local responders to ensure an effective coordinated response. The central government’s concept of operations sets out UK arrangements for responding to and recovering from emergencies.</p><p><a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/192425/CONOPs_incl_revised_chapter_24_Apr-13.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/192425/CONOPs_incl_revised_chapter_24_Apr-13.pdf</a></p><p>My Department is responsible for providing the Government liaison function below the national level in England only. The Ministry of Defence invited my Department to observe exercise play at their main building where it considered cross border issues.</p><p>The all agency exercise report (<a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/85882/exercise_senator_2011_all_agency_report.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/85882/exercise_senator_2011_all_agency_report.pdf</a>) identified recommendations in exercise planning and operational, strategic and media play. There were no recommendations identified for my Department to implement.</p>

Member to the previous Parliamentary Under Secretary of State responsible for fire services (Brandon Lewis) speech in an Adjournment Debate on 13 May 2013 (<em>Official Report</em>, column 470 onwards) where he set out the Government's position on mutuals very clearly.</p><p> </p> more like this

Services continue to spend according to the budget they are given, rather than to the risks they have to manage. Huge variations exist between how the 46 different fire authorities operate, with the cost per head of providing a service almost double in some areas to that of others. This did not seem to be related to whether they are large or small, rural or urban, deprived or affluent.</p><p> </p><p> </p><p> </p><p>Sir Ken concluded that there were significant opportunities for sensible savings such as through: sharing of senior staff, reforms to flexible staffing and crewing arrangements, better procurement, shared services, collaboration with emergency services and other organisations on service delivery and estates, sickness management, locally-led mergers and operational collaborations, new fire-fighting technology, preventative approaches and working with local businesses.</p><p> </p>
