The effect of carbon dioxide on temperature and climate change is one of the many research topics covered by the programme. More information can be found on the programme website: <a href="http://www.metoffice.gov.uk/publicsector/climate-programme" target="_blank">http://www.metoffice.gov.uk/publicsector/climate-programme</a>.</p><p>In addition, the Department has, since 2009, financially supported two separate phases of the AVOID Research Programme (2009-2013 and 2014-2016), both of which have involved rigorous examination of the effect of carbon dioxide on temperature and climate change. However, we recently consulted on changes to the Capacity Market, which included proposals for an early Capacity Market auction for the 2017/18 delivery year to mitigate the security of supply impact of potential early plant closures. If we go ahead with this proposal, coal plants will be eligible to participate.</p><p> </p><p>On 18 November we announced plans to close all unabated coal-fired power stations by 2025. Achieving this goal would make the UK one of the first developed countries to deliver on a commitment to take coal off the system. This includes projects to France, Belgium, Norway, Denmark and Ireland, which have been assessed by Ofgem as offering over £11.8bn in consumer benefits. A second window for applications for the cap and floor project is open until 31 October and the Government is keen to see more projects coming forward that can deliver strong consumer benefits.</p><p> </p><p>The Government has also supported a number of mature interconnector projects to benefit from access to European grant funding as Projects of Common Interest.</p><p> </p><p>Together these projects represent billions of pounds of infrastructure investment and aim to more than double our interconnection capacity by the early 2020s. This does not include substantial capacity in the GB mix such as nuclear and wind generation.</p><p>The attached table outlines both expected Pre-Winter dispatchable capacity[1], as per the relevant National Grid Winter Outlook publications and the 2015 Future Energy Scenarios Slow Progression projection of available capacity.</p><p><br>Post-2015/16 figures represent the Slow Progression July 2015 outlook of generation background. We take energy security very seriously and monitor the commercial outlook of supply frequently alongside National Grid and Ofgem.</p><p>The trend of declining conventional capacity has arisen due to margins in preceding years being unnecessarily large because of the recession. The drop off in capacity is a symptom of returning to the kinds of margins we were used to pre-recession and to reflect improvements in energy efficiency as well as increasing levels of renewable technologies coming on to the system.</p><p>Our priority is to ensure that British families and business have access to secure affordable energy supplies that they can rely on. National Grid have a number of tools to ensure a secure supply of electricity including Contingency Balancing Reserve, in which additional power stations are held to provide security in times of system stress. The first auction held last year contracted a total of 47.3GW of capacity delivery year 2018/19 and a further auction for delivery year 2019/20 will be held later this year.</p><p>In the shorter term the Government has worked with National Grid and Ofgem to put in place an effective plan which allows National Grid to procure New Balancing Services. This worked well last winter. The overall estimates include carbon dioxide emitted by the production processes including drying and the transportation of biomass; details for selected scenarios are available in the report titled “Life Cycle Impacts of Biomass Electricity&quot;2 published in July 2014.</p><p>The UK is introducing new sustainability standards for biomass. From April 2015, biomass heat and power generators must achieve a minimum of 68% greenhouse gas saving compared to coal, which includes emissions from processing and transportation. The table below gives figures for the amount of support biomass projects received in the last 3 years for which data is available. These include Combined Heat and Power (CHP) schemes.</p><p>Total spend under the RO is calculated as the number of Renewable Obligation Certificates (ROCs) redeemed by suppliers for that RO year multiplied by the value of a ROC in that year. Domestic and non-domestic consumers will have near-real time information on their energy consumption to help them control their energy use, and avoid wasting energy and money. Smart metering can transform the prepay experience. Topping up a smart meter in prepay mode should become as easy as topping up a mobile phone. New products and services will be supported in a vibrant, competitive, more efficient market in energy and energy management.</p><p>Suppliers will have access to accurate data for billing and to improve their customer service. They will also be able to reduce costs, for example by reducing call centre traffic, removing the need for a site visit to read meters and better manage debt.</p><p>Energy networks will have better information upon which to manage and plan their activities and smart meters enable smart grids which support sustainable energy supply.</p><p>Energy suppliers will be responsible for purchasing and installing smart meters. Energy suppliers and other energy industry participants, such as network operators, will also incur costs as part of upgrades to their systems and for Data and Communications Company services, so that they are able to take full advantage of smart metering.</p><p>As is the case with traditional meters, the Government expects that both costs and cost savings as a result of smart metering will be passed to consumers by competing energy suppliers through energy bills.
