star this property answer text <p>Since our challenge to industry in the Annual Energy Statement to cut switching times, the Department has worked with Ofgem and the industry to bring forward changes to industry rules to enable and secured industry commitment to a halving switching time from 5 weeks to 2 weeks and 3 days by the end of this year.</p><p> </p><p>My ambition is to see switching times reduced to 24 hours and Ofgem has now brought forward a consultation on how this can be achieved. star this property answer text <p>The Government recognises that online sources of energy usage information can be useful but does not believe that these can substitute for in-home displays in delivering the benefits of smart meters.</p><p>In home displays allow consumers and their family members to see immediately their current and historic energy use and its cost in near-real time and do not rely on consumers having internet access or smart phones. Current evidence shows higher energy savings from those with a smart meter and IHD compared to those with a smart meter only.</p><p>Energy suppliers are free to offer additional means for their customers to engage with their energy usage, which may be available online and offer different forms of analysis to the IHD. We expect that some consumers will want different information but believe that all should have the information provided by IHDs readily available.</p><p>We will continue to monitor the evidence in this area and emerging technical developments to ensure that our policy remains appropriate.</p>

star this property answer text <p>We have worked with Energy UK, Ofgem, suppliers and other key industry partners to develop and implement proposals which will enable domestic customers to switch supplier 17 days, half the time it currently takes. The industry code changes to enable to this will come in to force on 6 November and Energy UK members have all committed to offering it by the end of the year. These code changes will also enable more streamlined switching of non-domestic customers.</p><p>The Department is also working with Ofgem to support their proposals for a longer term move to next day switching. A key element of this is the roll out of smart meters.</p> more like this

In 2012 4.2% of UK energy consumption was met by renewables, up from 3.8% in 2011. star this property answer text <p>In Great Britain, we are adopting a supplier-led approach to the roll-out of smart meters. Energy suppliers are required to take ‘all reasonable steps' to install smart meters to all of their domestic and smaller non-domestic customers in Wales, England and Scotland by 2020.</p><p>There is no centralised roll-out strategy and suppliers are free to plan the roll-out in a way that suits their business and the needs of their customers, subject to the requirement to complete the roll-out by 2020. They are considering a range of factors in developing their strategies for this, such as the geographical location of their customers, the age of the current meter stock, and the extent to which they wish to respond to customer demand.</p><p> </p> more like this

star this property answer text <p>Ofgem, the regulator for the gas and electricity markets, administers two schemes that assist customers wishing to connect to the gas grid.</p><p>All households are eligible for the Domestic Load Connection Allowance if they are situated within 23 metres of an existing gas distribution network. The cost of the first ten metres of connection on public land is borne by the gas network operator.</p><p>The Assisted Gas Connection Scheme is aimed at consumers who live in fuel poverty. Ofgem announced earlier this year that they would continue with the scheme for the 2013-2021 price control period, with an objective to connect 80,000 new vulnerable households to the gas network. The amount of money available for each connection is capped at a level set by Ofgem to ensure cost-effectiveness of the scheme.</p><p> </p> more like this

star this property answer text <p>The Capacity Market has been designed to mitigate the risks of gaming. We commissioned expert external advice from Charles River Associates on this issue and implemented the recommendations contained within that report which is available on the DECC website:</p><p><a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/252746/CRA_Report_on_the_Capacity_Market_Gaming_Risks.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/252746/CRA_Report_on_the_Capacity_Market_Gaming_Risks.pdf</a>.</p><p>Anti-gaming measures include having in place an auction monitor who will ensure that the rules are properly followed by all participants during the auction. If the auction monitor were to find any irregularities, the Secretary of State ultimately has the ability to annul the auction after it has taken place.</p><p>Ofgem has the power to investigate any company bidding into the auction should they consider this necessary.</p> more like this

star this property answer text <p>The Climate Change Act established a legally binding target to reduce the UK’s greenhouse gas emissions by at least 80% below base levels by 2050. The Act introduced a system of carbon budgets which provide legally binding limits on the amount of emissions that may be produced in successive five-year periods, setting the UK on a least cost trajectory to 2050.</p><p>A comprehensive package of policies has been put in place to meet future carbon budgets, which includes reducing the carbon intensity of power generation.</p><p>Electricity market reform (EMR) provides support for all low carbon technologies including nuclear, Carbon Capture Storage and renewables. The EMR delivery plan also provides an outlook to 2030 illustrating different scenarios for power sector decarbonisation consistent with our carbon plan and budgets.</p><p>This approach increases energy security and minimises costs to taxpayers and consumers, while reducing emissions.</p> more like this

star this property answer text <p>As set out in the ECO Assessment of Impacts, published in March 2014, the number of households that meet the eligibility criteria for Affordable Warmth is estimated to be 3.4m. There is a strong correlation between the characteristics of fuel poor households (under all of the definitions of fuel poverty currently used in Great Britain) and the eligibility criteria for support help under ECO Affordable Warmth.</p><p>By the end of April 2014, Affordable Warmth had delivered over 334,000 heating and energy efficiency measures to low-income and vulnerable households. star this property answer text <p>Coal is a globally abundant resource with UK consumption of steam coal representing less than 1% of total global production and less than 5% of global trade1.</p><p>In 2013, the Thoresby and Kellingley coal mines produced less than 5% of the total amount of coal consumed in the UK2. star this property answer text <p>DECC research has consistently shown that around four fifths of households that had a Green Deal assessment have installed, were in the process or intended to install at least one measure. Research published in March 2014, showed that 22% of households that had an installation after a Green Deal assessment were not thinking about installing that measure before they had an assessment. For those households that installed solid wall insulation 70% of them were not thinking about installing it before they had a Green Deal assessment.</p><p> </p> more like this
