Friend, the Prime Minister announced a major review of post-18 education and funding that will ensure we have a joined up education system that is accessible to all and encourages the development of the funding and skills we need as a country. The independent panel will report shortly. The government will consider their recommendations, but we remain committed to ensuring that universities are funded on a sustainable basis.</p><p> </p><p>The government is committed to ensuring that funding is available to support sustainable collaboration between universities and businesses in local areas and is supporting this work in a number of ways:</p><p> </p><ul><li><p>The Office for Students (OfS), through its Industrial Strategy and Skills Challenge Competition is funding providers (including in collaboration with employers) to develop and implement projects to improve outcomes for graduates who seek employment in their home region. unstar this property answer text <p>The new arrangements being introduced by the Student Loans Company (SLC) to procure assistive technology equipment and training for students in receipt of Disabled Students’ Allowances (DSA) will not affect the level or range of support available to any student.</p><p>The SLC has engaged with groups within the sector to ensure that the procurement process will ensure that the needs of all students in receipt of DSA can continue to be met, and over 40 different organisations, including those representing students with vision impairment, have provided responses to the SLC, which are currently being considered.</p><p> </p> more like this

unstar this property answer text <p>Many organisations, including universities, use non-disclosure agreements (NDAs) and confidentiality agreements legitimately. Universities are autonomous institutions and the Department for Education has not made any specific analysis of their use of NDAs.</p><p>We expect universities to only use NDAs where necessary and appropriate. Any misuse of these agreements to intimidate and silence people is completely unacceptable.</p><p>In a speech on 7 May at the London School of Economics, my hon. Friend, the Minister for Universities, Science, Research and Innovation, said that non-disclosure clauses should only be used in appropriate circumstances, like protecting valuable research findings should a staff member change jobs. He added that they should not be used to cover up inappropriate behaviour or conduct.</p><p>The Department for Business, Energy and Industrial Strategy recently consulted on the best way to tighten the laws around NDAs for workers, ensuring workers are clear on their rights and making it clear in law that people cannot be prevented from speaking to the police or reporting a crime regardless of any NDA. Responses to the consultation are currently being analysed.</p>

unstar this property answer text <p>As is the case for headteachers in mainstream schools, headteachers in alternative provision settings are free to spend the pupil premium grant in any way they wish to benefit their pupils. They are required to publish on their website details about the use and impact of the funding. The Department for Education has made no assessment of pupil premium use for pupils placed in alternative provision. Disadvantaged pupil progress and achievement are assessed by Ofsted when an alternative provision setting is inspected, and disadvantaged pupil outcomes are published in performance tables.</p><p>Our statutory guidance makes it clear that alternative provision should be good quality which appropriately meets the needs of pupils. This guidance is attached. Responsibility for the alternative provision used rests with the commissioner, who should assure themselves that the setting is registered where appropriate and provision is delivered by high quality staff.</p><p> </p> more like this

unstar this property answer text <p>Section 7 of the Education Act 1996 states that it is the duty of parents to secure education of children of compulsory school age. The child must receive an efficient full-time education suitable to his age, ability, aptitude and any special needs he may have, by regular attendance at school or otherwise.</p><p>Local authorities have no statutory duties in relation to monitoring the quality of home education on a routine basis. Under section 437(1) of the Act local authorities must intervene if it appears that parents are not providing a suitable education. If a local authority is not satisfied that the education being provided is suitable, they should serve a school attendance order. If the parent requests the local authority to revoke the order because the parent believes they have arranged education that would be suitable, and the authority refuses, the parent has a right under section 442 to ask the Secretary of State for Education to decide the issue.</p><p>The law is clear that a pupil’s name can only be deleted from the admission register on the grounds prescribed in regulation 8 of the Education (Pupil Registration) (England) Regulations 2006, as amended.</p><p>Pupils leave school rolls for many reasons including permanent exclusion, moving to another school, or changes of circumstances (as when a pupil moves to a new area). All schools must notify the local authority when a pupil’s name is to be deleted from the admission register.</p><p>Statutory guidance on exclusions is also clear that ‘informal’ or ‘unofficial’ exclusions are unlawful, regardless of whether they occur with the agreement of parents or carers. Any exclusion of a pupil, even for short periods of time, must be formally recorded.</p><p>Local authorities have a duty to make arrangements to establish the identities of children of compulsory school age in their area who are not registered pupils at a school and are not receiving suitable education otherwise.</p>

unstar this property answer text <p>The national funding formula (NFF) will mean that, for the first time, school funding will be distributed based on the specific characteristics of every school and pupil in the country. It is directing money where it is most needed – not accidents of geography or history.</p><p>Schools are already benefitting from the gains delivered by the NFF. This year, all schools are attracting an increase of at least 1% per pupil compared to their 2017-18 baselines. Those schools that have been historically underfunded will attract up to 6% more per pupil compared to 2017-18, as we continue to address historic unfairness. Details of the NFF beyond 2019-20 are subject to the next Spending Review.</p><p> </p><p>Local authorities continue to have some flexibility on how this funding is distributed locally, in consultation with schools. Flexibility allows local authorities, in consultation with their schools, to smooth the transition toward the NFF, where this represents a significant change.</p> more like this

unstar this property answer text <p>The revenue funding allocated for schools for each financial year from 2009 to 2019 for Warrington local authority are shown in the attached table. For financial year 2019/20, only the dedicated schools grant (DSG) has been allocated at this time, though this makes up the bulk of schools funding. The DSG for Warrington this year is £166.7 million. Other grants will be allocated at later points in the year.</p> more like this
