A key reason for this is that we are moving away from old apprenticeship frameworks which employers said were not equipping apprentices to do the job; training was often poor or non-existent. As more standards have become available each year, the number of apprentices of all ages starting on standards has increased.</p><p>Employers are now in the driving seat, designing apprenticeship standards to give apprentices the skills that industry really needs. Over 63% of starts in 2018/19 were on standards, compared to 44% in 2017/18, and all starts will be on high quality standards from August 2020.</p><p> </p><p>To promote apprenticeships to younger people, we launched the third phase of our apprenticeships marketing campaign<strong>, </strong>Fire it Up, in January. The campaign shines a spotlight on how apprenticeships can provide opportunities for ambitious young people and support businesses to diversify their workforce. Our annual National Apprenticeship Week will take place in February and celebrate the impact of apprenticeships on individuals, employers and the economy.</p><p> </p><p>In 2019, we engaged with over 16,500 students in years 10 to 13, and 2,000 schools and colleges used the Apprenticeship Activity Pack for students. Throughout the year, our Apprenticeship Support and Knowledge (ASK) programme ensures that schools and colleges across England have free support to develop apprenticeship awareness activities.</p><p> </p><p>The apprenticeship levy underpins our reforms to increase the quality of training and to support employers of all sizes to make a sustainable investment in the skills they need to grow.</p><p>We have already made changes to the levy in response to our engagement with employers. In April 2019, we raised the cap on transfers to 25%. We have already seen employers making use of transfers to support apprenticeship starts in their supply chains or to meet local skills needs.</p><p> </p><p>In January, we extended the use of transfers to cover the full cost of training for 16 to 18-year-olds, eligible 19 to 24-year-olds and for receiving employers with fewer than 50 employees, creating opportunities for organisations who may have previously felt that employing an apprentice was beyond their reach. We are committed to continuing to look at how we can improve the working of the levy to ensure it delivers the skilled workforce that employers need.</p>

star this property answer text <p>Increasing the number of apprenticeships further is a priority, and we are actively considering how to do so. We have introduced a wide range of reforms to improve the quality of apprenticeships and to encourage employers across England to create more high-quality apprenticeship opportunities for people of all ages and backgrounds. In 2019-20, the funding available for investment in apprenticeships in England is over £2.5 billion, which is double what was spent in 2010.</p><p> </p><p>For the smallest employers (fewer than 50 staff) who take on apprentices under 19, we pay 100% of apprenticeship training costs.</p><p> </p><p>Apprenticeship starts in 2018-19 were 393,400, of which 37% (143,600 starts) were at intermediate level (level 2). 25% of starts (97,700 starts) were by apprentices aged under 19.</p><p> </p><p>To ensure that young people hear about the education and employment options available to them, in January 2018 we introduced a legal requirement for schools to give training providers the chance to talk to pupils about technical qualifications and apprenticeships. We offer a free service to schools through the Apprenticeship Support and Knowledge (ASK) project to ensure that teachers have the knowledge and support to enable them to promote apprenticeships to their students. In the last academic year, ASK reached over 300,000 students.</p><p> </p><p>Traineeships are also helping thousands of young people to get the skills and experience that they need to obtain apprenticeships and other jobs. We are strengthening our communications with employers, providers, parents and young people to raise awareness of traineeships and the benefits that they offer. 62% of those who completed a traineeship in 2016-17 progressed to positive destinations, including apprenticeships.</p>

star this property answer text <p>The government wants more young people to benefit from apprenticeships that offer high-quality training and opportunities for progression.</p><p>There have been 56,200 apprenticeship starts by people under 19 so far in the 2021/22 academic year, compared to 38,800 in the 2020/21 academic year, and 58,100 in the 2019/20 academic year. The proportion of apprenticeship starts in the under 19 age group have recovered, following the decrease seen this time last year, with under 19-year-olds now accounting for 27.6% of total starts.</p><p>Employers have developed 647 apprenticeship standards, 140 of which are at Level 2, which is equivalent to GCSE level, and 210 of which are at Level 3, which is equivalent to A level. The department continues to welcome the development of high-quality apprenticeship standards by employers at all levels. There have been 55,300 apprenticeship starts at Level 2 so far in the 2021/22 academic year, compared to 41,500 in the 2020/21 academic year, and 65,000 in the 2019/20 academic year. Starts at this level equate to 27.1% of total starts.</p><p>There have been 88,100 apprenticeship starts at Level 3 so far in the 2021/22 academic year compared to 69,100 in the 2020/21 academic year and 87,600 in the 2019/20 academic year. Starts at this level equate to 43.2% of total starts.</p><p>Starts at both Levels 2 and 3 still account for 70% of all apprenticeships. Further breakdowns on apprenticeship starts by age and level are published each month and are available at: <a href="https://www.gov.uk/government/statistics/apprenticeships-and-traineeships-may-2022" target="_blank">https://www.gov.uk/government/statistics/apprenticeships-and-traineeships-may-2022</a>.</p><p>The department is continuing to improve the apprenticeship system for employers. We are making apprenticeship training even more flexible, so that employers across all sectors can access apprenticeships. We are also helping employers choose more flexible training models like flexi-job, front-loaded, and accelerated apprenticeships.</p><p>The department has a range of work underway to ensure that young people can access apprenticeships more easily. This includes working on new ways to connect young people in schools and colleges with employers and providers much earlier in their final year, when they are considering their options. It also includes working with the Institute for Apprenticeships and Technical Education to identify and promote standards most suitable for those starting their careers. We are also working with employers and providers to highlight the benefits of hiring young apprentices, and increase their use of our free recruitment tools so that vacancies are accessible through our ‘find an apprenticeship’ service.</p><p>Additionally, the department is exploring options with the Office for Students to allocate up to £8 million from the strategic priorities grant to accelerate the growth of degree apprenticeships. Degree apprenticeships offer a high-quality alternative to traditional university study. They have a key role to play in ensuring that young people are doing courses that give them the skills and knowledge to move into high-value employment that benefits them and the economy.</p>

star this property answer text <p>The government recognises the challenges that the COVID-19 outbreak has caused for young people who are looking to enter the labour market and to small-medium enterprises (SMEs) who want to recruit an apprentice, as highlighted in the National Foundation for Education Research report. Through our Plan for Jobs, we are committed to providing young people with the tools they need to begin and progress in their careers. We are supporting businesses across the country to meet their skills needs, now and in the future.</p><p>Through our apprenticeship support and knowledge programme, we are promoting apprenticeships in schools across the country and providing free resources and interventions to encourage young people to undertake an apprenticeship.</p><p>We are supporting the largest-ever expansion of traineeships to ensure that more young people have access to high-quality training to develop the skills, experience, and confidence to obtain an apprenticeship. We have started to deliver the first-ever occupational traineeships developed alongside trade bodies and employers in construction and rail engineering. We will continue to create more occupational traineeship opportunities in the adult care sector over the summer. These occupational traineeships will be aligned to apprenticeship standards and will significantly increase opportunities for young people to progress into apprenticeships or other employment. To support employers who are offering traineeship placements we have extended the £1,000 incentive payment until July 2022.</p><p>The Kickstart Scheme is investing £2 billion to create hundreds of thousands of high quality 6 month work placements for eligible 16–24 year olds. We are working with the Department for Work and Pensions to support young people on Kickstart placements to progress to apprenticeships where this is right for them and their employers.</p><p>SMEs will play a key role in increasing apprenticeship opportunities for young people as we rebuild from the effects of COVID-19. As of 1 April, all new apprenticeship starts will be through the apprenticeship service. This will give SMEs more control over their apprenticeship choices and give them the ability to reserve funds before choosing the provider that best meets their needs. In August, we will also introduce a new online service to help levy paying employers find SMEs to transfer their levy funds to support apprenticeships in their supply chains and help to meet local and regional skills needs.</p><p>We have seen more employers across the country recruiting apprentices outside of London. Since May 2010, there have been over 578,980 more apprenticeship starts in the North of England (North East, North West &amp; Yorkshire) than London and South East. We continue to encourage employers of all sizes across England to take on new apprentices by increasing the incentive payment to £3,000 for every new apprentice they hire until 31 September 2021.</p>

star this property answer text <p>The government is moving away from old apprenticeship frameworks, which employers said were often not equipping apprentices to do the job, towards new, higher quality apprenticeship standards being designed by employers themselves.</p><p> </p><p>We are making sure that apprenticeships at every level are providing high quality training. Our reforms are making apprenticeships longer, more relevant, with additional off the job training and more rigorous assessments. The 20% off the job training rule, the shift to higher quality standards with a longer average duration, and the drop off in frameworks, have already contributed to a 20% rise in expected apprenticeship training hours over the past year. Apprenticeships on the new apprenticeship standards make up 37% of overall starts, compared to 3% this time last year.</p><p> </p><p>We will continue to work closely with employers to help them take advantage of the reforms in order to grow their apprenticeship programmes and invest in the long-term skills needs of their businesses. We recently introduced the ability for levy-paying employers to transfer up to 10% of their funds to other employers, supporting further growth in starts. We meet regularly and frequently with business groups, giving them the opportunity to let us know what more we can do to make the reforms work better for them.</p><p> </p><p>The department recently published an update on the progress of Apprenticeships reform. Friend, the Secretary of State for Education, meets with the Confederation of British Industry (CBI) and other business representative organisations each quarter to discuss various aspects of apprenticeships and skills policy.</p><p>Trades Union Congress (TUC) is a member of the department’s Apprenticeships Stakeholder Board, a diverse group of apprenticeship employers, providers, business representative organisations, and other stakeholders. Through this forum, the TUC provides constructive feedback on the impact of apprenticeship policy and discusses the future strategy of the programme.</p><p>We continue to listen to and work with the CBI, the TUC and other stakeholders on all aspects of apprenticeship policy and delivery to ensure the programme continues to deliver for employers of all sizes.</p>
