star this property answer text <p>We seek the opinions of current and potential users of apprenticeships on a regular basis to identify the impact of our reforms. This includes the Education and Skills Funding Agency’s (ESFA) day to day conversations and departmental engagement with businesses, providers and apprentices which include regular ministerial meetings.</p><p> </p><p>Some recent changes that have been made as a result of this continual engagement include introducing flexibility for levy-paying employers to transfer up to ten per cent of their levy to other employers. Furthermore, the Institute for Apprenticeships’ ‘Faster and Better’ process will speed up and simplify standards development. In addition, the ESFA ‘Apprenticeship Service Roadmap’ outlines the most significant developments to the apprenticeship service over the coming months, continuing to deliver improvements which meet employer and provider needs.</p> more like this

star this property answer text <p>There have been over 1.1 million apprenticeship starts since May 2015 and the Government remains committed to reaching 3 million apprenticeship starts in England by 2020. The Government has introduced the Apprenticeship Levy to provide sustainable investment in high quality apprenticeships, and by 2020 apprenticeship funding in England will be £2.45 billion, which is double than in 2010.</p><p> </p><p>The Government is monitoring the number of apprenticeship starts as these changes take effect. Ultimately, it is too early to draw conclusions on the impact of these reforms before employers have had time to adjust. However, the Government will continue to oversee the apprenticeship program to ensure its success.</p><p> </p><p>These reforms to apprenticeships are the biggest changes the Government has ever made in this area, and include the introduction of the Apprenticeship Levy and new funding arrangements in April and May respectively. As a result, the Government expects a period of adjustment for employers wanting to explore the opportunities such reforms offer. Employers have 24 months to spend their levy funds.</p>

Feedback from levy payers has shown they plan to increase their demand for apprenticeships.</p><p> </p><p>We have made significant changes to the way we build a skilled workforce and in light of this it would be premature to draw definitive conclusions on the basis of the limited data available. We fully expect there to be a period of adjustment while employers decide how to maximise the opportunities these reforms present them.</p><p> </p><p>The department is supporting employers to help them plan their future programmes. This includes account management for over 1,000 of the largest levy-paying employers. We have recently announced initial awards totalling around £485 million to hundreds of providers across the country to offer apprenticeship training to non-levy paying employers.</p><p> </p><p>We are also undertaking a wider range of ongoing communications and engagement activities to encourage the take-up of apprenticeships. A new phase of our communications campaign started on 26 January 2018, to encourage employers to offer high quality apprenticeship opportunities and to promote these to potential apprentices.</p>

star this property answer text <p>The government is moving away from old apprenticeship frameworks, which employers said were often not equipping apprentices to do the job, towards new, higher quality apprenticeship standards being designed by employers themselves.</p><p> </p><p>We are making sure that apprenticeships at every level are providing high quality training. Our reforms are making apprenticeships longer, more relevant, with additional off the job training and more rigorous assessments. The 20% off the job training rule, the shift to higher quality standards with a longer average duration, and the drop off in frameworks, have already contributed to a 20% rise in expected apprenticeship training hours over the past year. Apprenticeships on the new apprenticeship standards make up 37% of overall starts, compared to 3% this time last year.</p><p> </p><p>We will continue to work closely with employers to help them take advantage of the reforms in order to grow their apprenticeship programmes and invest in the long-term skills needs of their businesses. We recently introduced the ability for levy-paying employers to transfer up to 10% of their funds to other employers, supporting further growth in starts. We meet regularly and frequently with business groups, giving them the opportunity to let us know what more we can do to make the reforms work better for them.</p><p> </p><p>The department recently published an update on the progress of Apprenticeships reform. Please find a copy attached.</p>

star this property answer text <p>It is not the intention of the apprenticeship programme that companies should re-badge existing training to comply with apprenticeship regulations. Apprenticeships are a specific product defined in law. We are introducing new employer-designed standards to improve the quality of the offer and better meet employers’ skill needs, and have committed to all new apprentices being on the new standards by 2020. 253 standards are ready for delivery, and a further 277 are currently in development. Our intention is to maintain and improve apprenticeship quality, and ensure that government funds are spent on approved training to build the knowledge, skills and behaviours to achieve competency in a true occupation.</p><p> </p><p>We have implemented extensive measures underpinned by statutory regulations to safeguard and improve the quality of learning provided through the apprenticeships programme.</p><p> </p><p>We are continuing to focus on the quality of apprenticeships by insisting that all apprenticeships must be real paid jobs; have a minimum duration of 12 months; involve sustained training and acquisition of skills through off-the-job training; and must include English and maths for those who have not previously achieved good GCSEs in those subjects.</p>

star this property answer text <p>In May 2017 we amended apprenticeships funding rules (attached) to allow more flexibility in working arrangements. The new rules place emphasis on ensuring apprentices have enough hours in their working week to undertake sufficient and regular training and on-the-job activity, rather than being overly prescriptive on the number of hours apprentices must work. If the circumstances for a particular learner mean they are unable to undertake an apprenticeship in full-time hours (30 hours or more per week), the employer and training provider can structure the apprenticeship with fewer weekly hours and a longer overall duration to ensure all of the necessary training and assessment can be carried out.</p><p>The department is undertaking a range of ongoing communications and engagement activity to encourage the take-up of apprenticeships. A new phase of our communications campaign starts in early 2018 to encourage employers to offer high quality apprenticeship opportunities and to promote these to potential apprentices. This will build on the National Apprenticeship Service’s ongoing engagement and communications activity to increase awareness and promote benefits of apprenticeships among employers and learners.</p><p>The government will continue to work with employers to ensure that the apprenticeships funding system meets employers’ skills needs.</p><p>We meet regularly with employers and providers to get feedback on the new funding system, introduced in May 2017, including through the Apprenticeships Stakeholder Board.</p><p> </p><p> </p>
