	answer	answer is ministerial correction date of answer 21/09/2016 answer text <p>The Student Loans Company (SLC) records the nationality and domicile of individuals when they apply for student support. Domicile is based on the applicant’s residence in the years prior to starting their course, and is held as a region within the UK or as EU, rather than by individual country of domicile.<p>Eligibility for student support is based on residence. EU nationals, including non-European Economic Area (EEA) family members, are able to apply for a tuition fee loan if they have been resident in the EEA or Switzerland for the three years prior to the first day of the first academic year of their course. In addition, EU nationals who have been resident in the UK for five years (three years up to academic year 2016/17) and are resident in England prior to starting their course can also apply for maintenance support. EEA migrant workers and their family members, including those who are non-EEA nationals, who meet the residency requirements, are able to apply for both tuition fee and maintenance support. Non-EEA nationals may also be eligible for student support if they are granted refugee status, have been granted humanitarian protection, have acquired permanent residence in the UK, or have been in the UK for at least half their lives or for at least 20 years.</p><p> </p><p>The table below sets out SLC Management Information on the number of students paid either a full-time tuition fee or Schools make their own decisions on what training their staffs need to support their pupils based on the individual circumstances of the school.</p><p>The Department for Education funds the Autism Education Trust (AET) to provide tiered training on autism: basic awareness training for teaching and non-teaching staff at level 1; practical knowledge and hands-on tools and techniques for all staff working directly with children and young people with autistic spectrum disorders at level 2; and level 3 training for those seeking more advanced knowledge and those pursuing a training role, such as lead practitioners in autism and Special Educational Needs Co-ordinators. This is a saving of circa £17 million per annum. The Department is planning to further reduce the size of the estate to 6 properties. This will achieve further annual savings to the Department of circa £2.5 million. The Department had successfully sub-let a number of facilities, although over the last three years some of the sub-tenants have operated lease break options and the properties are again vacant.</p><p> </p><p>These properties are advertised on the Government Property Unit's e-PIMS property database for use by other Government Departments and we are also marketing these facilities to the private sector, via letting agents, to secure new sub-tenants in order to mitigate costs, including business rates. We are able to achieve this without any local authority receiving a cut to its per-pupil schools budget.</p><p> </p><p>We are able to deliver this boost by using money from within our protected schools budget and because HM Treasury will provide additional funding as required.</p><p> </p><p>The Department for Education intends to find the majority of the £350 million from within its existing protected schools budget as determined at the Spending Round in June 2013.
