star this property answer text <p>The CRC Contract Management Group in the HM Prison and Probation Service (HMPPS) Directorate of Community Interventions is responsible for managing the 20 CRC contracts in England. The Group currently operates with an annual budget of £5,302,127, and 80.19 Full Time Equivalent (FTE) staff.</p><p> </p><p>Contract Management of Wales CRC is the responsibility of HMPPS in Wales, and currently employs 4.25 FTE staff for this purpose, with an annual budget of £233,000.</p><p> </p><p>The contracts with CRCs require each CRC to ensure that it employs a sufficient level of staff, and that its workforce is competent and adequately trained. Our CMTs closely monitor and robustly manage providers on a local basis, taking into account the regional context, to make sure they fulfil their contractual commitments to reduce reoffending, protect the public and provide value for money to the taxpayer.</p> more like this

star this property answer text <p>We closely monitor and robustly manage Community Rehabilitation Companies (CRCs) to make sure they fulfil their contractual commitments and deliver effective probation services.</p><p> </p><p>Data on CRC performance against service levels are published quarterly, with the latest data published in July: <a href="https://www.gov.uk/government/statistics/community-performance-quarterly-and-annual-2016-to-2017" target="_blank">https://www.gov.uk/government/statistics/community-performance-quarterly-and-annual-2016-to-2017</a>. The first set of final reoffending data for offenders supervised by CRCs will be published later this month and thereafter data will be published quarterly.</p><p> </p><p>We have already taken action to change CRC contracts so they can focus on critical operational services, and we continue to work with them to ensure they protect the public and rehabilitate offenders.</p><p> </p> more like this

star this property answer text <p>The Government takes extremely seriously the findings of HM Inspectorate of Probation in relation to the work of Community Rehabilitation Companies (CRCs) on domestic abuse. A detailed Action Plan to address the recommendations will be published in due course, in line with the normal process for responding to HMIP reports.</p><p>We have already been clear that CRCs must improve. This is why we are taking decisive action to end current contracts early, and put in place new arrangements from 2020 which will ensure probation plays its full part in tackling domestic abuse and protecting victims. The Government has also set out plans to better support victims of domestic abuse, bring more offenders to justice and ultimately keep the public safe through our proposed Domestic Abuse Bill. These include new Domestic Abuse Protection Orders to allow police and courts to act earlier and more effectively when abuse is suspected, and the creation of a Domestic Abuse Commissioner to stand up for victims, monitor the provision of domestic abuse services and hold the Government to account.</p><p> </p>

star this property answer text <p>Community Rehabilitation Company (CRC) contracts require each CRC to maintain a sufficient level of staff and ensure that its workforce is competent and adequately trained. Our Contract Management teams closely monitor and robustly manage providers to make sure they fulfil their commitments. We do not hold information regarding redundancy costs as CRCs have the authority to manage surplus staff as per their business and operating models. Where redundancies have been made, CRCs have been required to provide assurance that service delivery can be maintained.</p><p> </p><p>We take seriously concerns raised by Her Majesty’s Inspectorate of Probation (HMIP) and others over staffing levels, particularly for resettlement work with prisoners nearing the end of their custodial terms. The contract changes we agreed with CRCs this year include £22m per year in additional funding for Through The Gate services, which will mean approximately 500 more staff working with offenders in prison after April 2019. We are currently proposing further changes to probation after the existing CRC contracts come to an end in 2020. The proposed changes include measures to ensure the probation workforce is better supported to build their careers and deliver a high-quality service to offenders, such as introducing a standard training framework for staff and a national professional register to recognise the specialism and value of probation work.</p><p> </p><p>We do not routinely publish staff numbers and costs as this is commercially sensitive information.</p><p> </p>

star this property answer text <p>We work closely with probation providers to make sure they meet their contractual obligations and understand any barriers to delivery.</p><p> </p><p>Following discussions with Community Rehabilitation Companies (CRCs) and their parent companies, in 2017 we made changes to contracts so that payments to them more accurately reflect the costs of delivering services. This was set out in a written statement to Parliament in July last year.</p><p>We have been clear that CRC performance needs to improve, and are in commercial discussions with providers to make sure we secure the quality of services we need.</p> more like this
