	answer	answer is ministerial correction date of answer 30/10/2019 answer text <p>The Government has no plans to reopen the pleural plaques compensation scheme, which operated between 2 August 2010 and 1 August 2011.</p><p> </p><p>The scheme operated as an extra-statutory one, making £5000 payments on an ex-gratia basis to applicants who fulfilled the scheme’s criteria, namely that they were individuals who had begun, but not resolved, a legal claim for compensation for pleural plaques at the time of the House of Lords ruling in October 2007 in the case of Rothwell v Chemical &amp; Insulating Co Ltd [2007] UKHL 39. Through the Ministry of Justice’s prison estate transformation programme we are getting the basics right by building decent prisons to improve rehabilitation and create safe and secure environments for staff and offenders. We will close prisons that cannot provide decent facilities, are expensive to operate and/or maintain; reinvesting savings into the maintenance or enhancement of the prisons in the estate.</p><p> </p><p>On 22 March 2017 the Government announced plans, subject to planning approvals, value for money and affordability, to build four modern prisons: adjacent to HM Prison Full Sutton in Yorkshire, Port Talbot in Neath and redevelop HM Prison and Young Offender Institution Rochester in Kent and HM Prison and Young Offender Institution Hindley, in Greater Manchester. Construction of a new 202 place houseblock at HMP Stocken, in Rutland is already underway. These included expanding the scope of legal aid in family law to cover representation for special guardianship orders and placement orders.</p><p> </p><p>Data is not held on successful cases, but the Legal Aid Agency does hold data on cases that have started (and are funded by legal aid). Other than in his role as Lord Chancellor, the Secretary of State for Justice does not have any ministerial responsibilities in respect of the Panel.</p><p> </p><p>HM Treasury determined that the Press Recognition Panel should fall under the Ministry of Justice Departmental Boundary for Estimates and Accounts purposes, this is purely an administrative action. We have internal processes in place to ensure we develop and roll-out algorithmic models appropriately and responsibly and are working with The Alan Turing Institute to make sure the use of these models is ethical, safe and fair.
