unstar this property answer text <p>The Government Property Agency (GPA) acts as a landlord to government department clients, including Cabinet Office, the Department for Business, Energy and Industrial Strategy, the Department for International Trade, the Department for Education, the Ministry of Justice and others.</p><p>I refer the hon. Member to PQ 58831.</p><p>GPA has started a Net Zero Offices Programme, which seeks to remove fossil fuel boilers (where they have reached end of economic life) and replace them with more environmental forms of heating such as use of air source heat pumps and, in the case of the Whitehall District Heating System, the utilisation of ground source heat pumps. The Net Zero Offices Programmes is seeking funding for its heat decarbonisation projects through applications to the Public Sector Decarbonisation Scheme.</p> more like this

unstar this property answer text <p>The Illegal Migration Act 2023 (IMA) provides for First-tier Tribunal judges to be deployed to sit in the Upper Tribunal to hear IMA appeals. As the Lord Chancellor set out in his Written Ministerial Statement of 16 January 2024: “The judiciary have identified relevant judges, which could provide over 5,000 additional sitting days. The decision on whether to deploy additional judges temporarily to the Upper Tribunal, including when they sit and the courtrooms they use, is for the independent judiciary and will be taken by the relevant leadership judges at the time and in the interests of justice”.</p><p>It is standard practice not to comment on discussions between Ministers and the judiciary. unstar this property answer text <p>Assessment of imprisonment for public protection (IPP) sentencing found that it had been used far more widely than intended. This assessment led to its abolition by the Coalition Government in 2012 and its replacement with a new regime of determinate sentences alongside life sentences for the most serious offenders. We are taking steps, namely the creation of a case progression unit and the ongoing implementation of a joint NOMS and Parole Board action plan, to improve the opportunities given to remaining IPP prisoners to progress towards release. However, IPP prisoners should continue to be detained if the level of risk they pose to the public cannot be safely managed in the community.</p> more like this

unstar this property answer text <p>All prisoners undergo a thorough individual risk assessment following conviction and sentencing and placed in a prison suitable to their risk. Assessed risks are risk of escape and of harm to the public in the event of escape/abscond and risk to the good order of the establishment and the safety of those within it.</p><p> </p><p>The prison estate is organised in categories of risk ranging from category A for the highest risk offenders to category D for those posing the lowest risk. Balanced alongside this is the need to separate specific cohorts of prisoners such as women and young people and deal with prisoners who are particularly difficult, or whose management requires particular expertise, such as very high risk or especially vulnerable prisoners.</p><p> </p><p>The procedure for changing a prison’s security categorisation would be the same for new prisons as existing ones. This includes a comprehensive assessment of the physical security of a prison’s infrastructure, the necessary staffing levels to manage the desired population and the adequacy of ancillary and partner services, including health care, activities and education.</p>
