star this property answer text <p>This Government is committed to ensuring that victims of terrorism can access effective and timely support to help them cope, and as far as possible, recover from the trauma they have experienced.</p><p> </p><p>The Ministry of Justice works with the Criminal Injuries Compensation Authority, an executive agency of the Ministry of Justice, which administers both the Criminal Injuries Compensation Scheme and Victim of Overseas Terrorism Compensation Scheme, which provides compensation to victims of terrorist attacks in the UK and of designated terrorist attacks overseas respectively.</p><p> </p><p>The Ministry of Justice continues to work pan Government to understand current support provision for victims of terrorism, to ensure that victims and their families are aware of the sources of MoJ funded support available in England and Wales and to identify potential gaps in support including guidance on gov.uk.</p> more like this

star this property answer text <p>We are committed to increasing the number of Foreign National Offenders (FNOs) removed from our prisons. Prisoners should serve their sentences in their home countries wherever possible, reducing the burden on the taxpayer. To this end the United Kingdom is a party to over 100 multi-national and bilateral agreements which provide for the transfer of a prisoner either on a voluntary or compulsory basis. Prisoner transfers are one of three mechanisms available for the early removal of FNOs; the others being the Early Removal Scheme (ERS) and the Tariff Expired Removal Scheme (TERS).</p><p> </p><p>In 2015/16, 2,071 FNOs were removed via ERS, 52 via TERS, and 62 via PTAs. The EU PTA came into force in December 2011; Member States implemented the agreement at various dates between 2011 and 2015 (2 Member States have not yet implemented the Agreement). To date we have transferred 154 EU national prisoners to their home countries under this Agreement. Compulsory PTAs are also in place with Albania, Georgia, Libya, Moldova, Montenegro, Nigeria, Norway, Russia, Rwanda, San Marino, Serbia, Somaliland, Switzerland, Turkey, and Ukraine. A total of 18 FNOs have been returned under these arrangements. A further 103 prisoners have been transferred on a voluntary basis to a range of countries across the world over this same period since December 2011.</p>

star this property answer text <p>The total amount of our funding to the Samaritans for 2017-18 has yet to be finalised, although we have confirmed already that they will receive the same amount as this year (£500k) to support the Listeners scheme, through which volunteer prisoners are trained to provide support to other prisoners in emotional distress. Founded in 1991, this is a very successful scheme through which over 90,000 face-to-face support meetings were facilitated in 2016.</p><p> </p><p>In addition to funding the Samaritans for the Listeners scheme, as part of plans to reduce levels of suicide and self-harm, we have agreed in principle to fund a number of other projects proposed by the Samaritans, and final decisions on the level of funding will be made by the end of the year. These additional projects include producing an online learning tool for prison staff, based on a similar product developed by the Samaritans for the rail industry, and piloting training for prisoners in building emotional resilience during their early days in custody, with the training to be delivered by released ex-Listeners.</p>

star this property answer text <p>We are reviewing the circumstances of recent self-inflicted deaths in prison custody, with a particular focus on cases where there were known mental health concerns.</p><p>This is an internal review, but we will make the key findings public as soon as they are available. Inquests into many of the deaths that are being reviewed have yet to take place, and in some cases there is ongoing litigation, so it would not be appropriate to publish details of individual cases.</p> more like this

star this property answer text <p>Prisons employ a range of operational security measures aimed at keeping prisons safe and secure. Accommodation Fabric Checks (AFCs) support this by disrupting the ability of prisoners to store prohibited items in their cells either for their own purposes or on behalf of others. Each prison must assess the frequency of AFCs required to meet their own security and safety needs. Any reduction in the frequency of AFCs may be more effectively offset by targeted and intelligence led searches.</p><p> </p><p>There is no direct link between the frequency of AFCs and self-harm. Other than through ensuring the integrity of the cell, an AFC does not allow for any meaningful interaction between officer and prisoner.</p><p> </p><p>MoJ is investing an extra £100m annually to boost the frontline by 2,500 prison officers so that every prisoner will have a dedicated officer to support them. Not only will a greater officer presence provide a deterrence to prisoner behaviour that threatens the safe running of prisons but officers will be better able to pick up on any signs of vulnerability in the prisoners assigned to them.</p>

We are committed to giving female offenders the help and support they need to reform and lead law-abiding lives and have been reviewing the services CRCs are providing for female offenders to ensure they meet contractual requirements. We are also working with partners in areas across England and Wales to develop whole system approaches to help female offenders turn away from crime and rebuild their lives. We will continue to robustly manage the CRC contracts to make sure they reduce reoffending, protect the public and provide the best value for money for the taxpayer.</p> more like this

This ‘Great Repeal Bill’ will end the authority of EU law and return power to the UK.
