answer text <p><ins class="ministerial">An Order in Council made under an Act of Parliament is a form of secondary legislation. The enabling Act will specify whether or not an Order in Council is subject to a Parliamentary procedure, and if so what that parliamentary procedure is.</ins></p><p><ins class="ministerial">There are over 400 Acts of Parliament which provide Order in Council making powers to Her Majesty in Council. Orders in Council made under Act of Parliament without a parliamentary procedure cover a range of subject matter, including the commencement of primary legislation, the UK armed forces and devolution issues, as well as fishing limits, the carriage of goods by sea, and the implementation of international agreements such as those on child abduction, reciprocal enforcement of court judgements, and the Geneva Conventions.</ins></p><p><ins class="ministerial">Some other p</ins><del class="ministerial">P</del>rerogative business made on the advice of the Privy Council by Order in Council is not subject to parliamentary procedure and relates almost exclusively to the affairs of Chartered bodies.</p>

Ministers will correspond directly with the Member.</del></p><p><ins class="ministerial">As is the usual practice, we do not comment on leaked documents. Any leak is unacceptable and the leak of any information is disappointing. However, On 11<sup>th</sup> September 2019 we published an iteration of the planning assumptions which largely reflect the work carried out under the previous government, which are dated 2 August. </ins></p><p><ins class="ministerial">Operation Yellowhammer is a cross government programme of work to ensure that government is prepared to mitigate the potential impacts of Brexit in the event that the UK leaves without a deal. The programme is underpinned by planning assumptions that are not a prediction of what is going to happen, but reflect a responsible Government preparing for reasonable worst-case scenarios. A reasonable worse case assumption provides a challenging and stretching scenario to aid planning. Such an approach is good risk management.</ins></p><p><ins class="ministerial">We are currently undertaking a review of the reasonable worst case scenario planning assumptions for Operation Yellowhammer and will publish the revised version in due course. As you’d expect, the assumptions are under constant review, particularly as our preparations advance at pace.</ins></p>

answer text <p>The Windsor Framework addressed the risk of &quot;reach back&quot; of EU state aid rules and, based on past experience, ensures that more than 98% of aid can be granted without notification, preserving the functioning of the UK internal market. This sits alongside the uniquely generous arrangements for agricultural subsidies in Northern Ireland under the Framework. Under the old Protocol, there were 11 cases that required EU approval. Since the Windsor Framework, there has been only one such case, the Energy <del class="ministerial">Business</del> <ins class="ministerial">Bills</ins> Discount Scheme, which was resolved in order to ensure a UK-wide subsidy scheme, and continuing access to the EU market for all manufacturers in scope.</p> more like this

answer text <p>The Government is fully committed to tightening up legislation so that foreign money cannot find its way into political campaigning and to tackle foreign lobbying. As such, Ministers and officials have been directed to consider the issue for consultation, which will be published in due course.</p><p><del class="ministerial">The public have a right to know who is funding campaigning and legislation in the context of Brexit.</del></p><p><ins class="ministerial">Ministers believe this to be particularly pertinent in light of public concerns raised about the funding of campaigning and legislation against Brexit.</ins></p><p><ins class="ministerial">I further refer the Hon. Member to a letter sent by the Cabinet Secretary to the Rt. Hon. Member for Beaconsfield (Dominic Grieve); a copy of this letter will be deposited in the library of both Houses.</ins></p><p><ins class="ministerial">I also refer him to the answer to the Hon.
