S&amp;S declarations are an important part of Border Force’s frontier risk assessment processes. The data gathered informs intelligence-based checks to identify and seize illicit goods. Increased S&amp;S data will help us better target illicit goods, and allow legitimate goods to continue to move freely.</p><p>If a consignment is not subject to SPS requirements, it will not be subject to the Common User Charge.</p><p> </p> more like this

star this property answer text <p>The Office for Veterans' Affairs works with partners across and beyond government to monitor the effectiveness and impact of the commitments outlined in the Veterans' Strategy Action Plan.</p><p>Since the publication of the Action Plan in 2022, the Government has published four updates on progress; two six monthly reports in August 2022 and August 2023, and two updates within the Armed Forces Covenant and Veterans Annual Report laid before parliament in December 2022 and December 2023.</p><p>The most recent report highlighted notable achievements against the Action Plan and 2018 Strategy for our Veterans, outlining where commitments have been delivered and where more work is needed to deliver on our government’s ambition to make the UK the best place to be a veteran. The Office for Veterans' Affairs engages with its partners regularly to ensure the commitments in the action plan are delivered, with updates on progress provided to the Veterans Advisory Board and departments across government.</p><p> </p>

star this property answer text <p>This Government is committed to supporting all veterans with securing appropriate accommodation.</p><p>In 2023, we launched Op FORTITUDE, the dedicated referral scheme for veterans facing homelessness and rough sleeping, which is part of a broader £8.55 million of funding for specialist help and wrap-around support for veterans in more than 900 supported housing units.</p><p>This is in addition to establishing the Veteran Capital Housing Fund, which is dedicating £20 million over three years to fund the refurbishment of existing affordable and social rental properties and the development and delivery of new build projects.</p><p>Through these programmes, the Government is not only supporting the sustainable supply of veteran housing, but also ensuring that no veteran is forced to sleep rough due to a lack of provision.</p><p> </p> more like this

star this property answer text <p>There is no information available centrally on how many civil servants have conditions of employment that impose no, and a four day limit on the number of days each week they can work from home. Decisions on terms and conditions of employment are made by the employing department, depending on their specific business requirements and nature of the role. Where business requirements allow for it, departments will operate flexible working arrangements.</p><p>Civil servants are expected to spend a minimum of 60% of their working time in the office with decisions on implementing and evaluating this expectation made by departments. A small number of home working contracts are in place but these are not routinely approved other than for a very small number of roles, or where a workplace adjustment is agreed for conditions recognised under the Equality Act. Equally, there are also employees who work only from the workplace, due to the nature of their roles, or through personal choice.</p><p>There have been no specific central comparative assessments within the civil service of productivity of those who work from home for four days or more each week. It is recognised within departments that there are clear benefits of face-to-face working, including productivity, with complex tasks and problem solving undertaken more efficiently.</p>

Since 2021/22, the GREAT campaign has had an annual overall budget of circa £60m (2021/22: £60m; 2022/23: £57.12m; and 2023/24: £57.12m). The results of individual GREAT campaigns vary but, on average, externally verified analysis shows £1 of GREAT spend on marketing generates £15 for the UK by encouraging people to visit, study, trade, invest, live and work in the UK.</p><p>Encouraging prospective international students to choose to study in UK higher education institutions brings strong return on investment. For example, the GREAT Study UK campaign generated £407m in 2021/22 and £548m in 2022/23 (specifically from international students studying for up to three years in the UK). The 2023/24 results are currently being verified and are expected by June 2024.</p>

star this property answer text <p>The GREAT Britain and Northern Ireland campaign is the UK’s international brand marketing campaign, which works closely with UK businesses, not-for-profit organisations and high-profile figures to promote the best of the UK abroad. Since 2021/22, the GREAT campaign has had an annual overall budget of circa £60m (2021/22: £60m; 2022/23: £57.12m; and 2023/24: £57.12m). The results of individual GREAT campaigns vary but, on average, externally verified analysis shows £1 of GREAT spend on marketing generates £15 for the UK by encouraging people to visit, study, trade, invest, live and work in the UK.</p><p>Encouraging prospective international students to choose to study in UK higher education institutions brings strong return on investment. A response to the noble Lord’s Parliamentary Question of 14 March is below and attached.</p><p><strong><br></strong>The Lord Clement-Jones CBE <strong><br></strong></p><p>House of Lords</p><p>London</p><p>SW1A 0PW</p><p> </p><p>22 March 2024</p><p> </p><p>Dear Lord Clement-Jones</p><p> </p><p>As National Statistician and Chief Executive of the UK Statistics Authority, I am responding to your Parliamentary Question asking, further to the Written Answer by Baroness Neville-Rolfe on 19 February (HL2184), how many of the 20 Integrated Data Service (IDS) projects and 600 Secure Research Service (SRS) projects referred to in that answer have a lead researcher whose primary affiliation is given as (1) academic, (2) central government, (3) commercial, (4) local government, (5) non-commercial, and (6) the Office for National Statistics (ONS) (HL3276).</p><p> </p><ol><li><p>Of the monthly average of 600 projects running in the SRS during 2023, 382 were led by those affiliated with the academic community. There were no academic lead projects within the Integrated Data Service for the same period.</p><p> </p></li><li><p>For the same period, the number of projects led by central government on the SRS was 43; these include agencies, public bodies, devolved administrations, ministerial and non-ministerial and public research bodies. The number of central government lead projects on the IDS was 10.</p><p> </p></li><li><p>The number of commercial lead projects on SRS projects was 81; these include private sector organisations, primarily think tanks and consultancies. There were no lead researchers within this affiliation attached to the 20 IDS projects.</p><p> </p></li><li><p>The number of local government affiliated lead projects in SRS was 6. There were no lead researchers within this affiliation attached to the 20 IDS projects.</p><p> </p></li><li><p>The number of non-commercial affiliated lead projects in SRS was 69; these include those categorised as third sector/voluntary. There were no lead researchers within this affiliation attached to the 20 IDS projects.</p><p> </p></li><li><p>The number of Office for National Statistics lead researchers on SRS projects was 19. The subsequent number for the 20 IDS projects was 10.</p></li></ol><p> </p><p>We have recently communicated the timetable for the transition to IDS to our SRS users and over the next year, the IDS will scale its data at pace and onboard a range of users from across all the aforementioned user groups in SRS, leading to a more varied distribution of user types accessing projects on the IDS. This is entirely excepted funding support and so has no negative implications for the NI block grant, where of course the Government has also provided an unprecedented £3.3bn as part of the recent efforts to restore the Executive.</p></li><li><p>It is not the case that the money available to support schemes would be diverted to any other project in Northern Ireland - if the support scheme were to be withdrawn then no additional funding of any kind would be available in NI as a result.</p></li></ul><p> </p>

star this property answer text <p>The independent review of the UK Statistics Authority and the Government’s response to the recommendations were published on 12 March 2024. They can be found here: <a href="https://www.gov.uk/government/publications/independent-review-of-the-uk-statistics-authority-uksa-2023" target="_blank">https://www.gov.uk/government/publications/independent-review-of-the-uk-statistics-authority-uksa-2023</a></p><p>The review made 19 separate recommendations to the UK Statistics Authority and Cabinet Office including amending the statistical legislation (Statistical and Registration Services Act 2007) to better reflect the governance arrangements in place and reflect the practical operation of the UKSA.</p><p>The Government agrees in principle with this recommendation but noted that - given that the report concluded the current arrangements were working in practice - this is not a current priority for legislation and will be a matter for the next Parliament to consider. However, in our response we said that the UKSA leadership in the meantime should take active steps to better communicate the current working arrangements to assure users and stakeholders that robust systems are in place to regulate the Office for National Statistics and the wider Government Statistical Service.</p><p>The Government also welcomed wider recommendations regarding transparency, such as establishing a triennial statistical assembly which will allow users and the Authority to discuss priorities in an open and constructive way.</p><p> </p>

star this property answer text <p>This Government has conducted extensive research with veterans and charities to improve the offer to the veteran community.</p><p>As a result of this feedback, we will improve access to guides and information by working with the Ministry of Defence and stakeholders to dramatically improve the information on <a href="http://gov.uk" target="_blank">GOV.UK</a>. This will make content more accessible and easier to understand.</p><p>We also plan to improve referrals and signposting so veterans can make a more informed decision about where to go to seek help. This will take account of the offers available from both statutory and charitable providers.</p><p>A joint assessment with the Ministry of Defence is also underway to consider offline support, ensuring veterans receive the right help as effectively as possible.</p> more like this

star this property answer text <p>The National Audit Office (NAO) investigation into the performance of UK Security Vetting published in January 2023 and the subsequent Public Accounts Committee in February 2023 identified that United Kingdom Security Vetting’s (UKSV) performance was affected by a range of issues including rising customer demand. The demand increased as the employment landscape grew following national lockdowns. Societal pressures and wider events (including conflict in Ukraine) also added to the demand impact.</p><p>In 2023, UKSV implemented a stabilisation programme which included an increase in headcount. Under Ministerial direction, UKSV prioritised the recovery of initial Developed Vetting turnaround times, followed by Security Check and Counter Terrorist Check turnaround times. These first two targets were met on time and are now being processed within agreed timescales with a focus on supporting recruitment. UKSV is currently focussing efforts to maintain the performance of these and is making good progress to meet the third target to recover the turnaround times of Developed Vetting review cases.</p><p>Departments and relevant Ministers receive regular updates on UKSV’s performance through governance boards and from the UKSV Customer Management Team. Sponsored individuals undergoing a clearance application are able to obtain updates relevant to their own application from the UKSV helpdesk.</p><p>The security of our people, assets and information is a Government priority. UKSV are working with departments to better forecast demand and working on both efficiency and technology solutions to maintain long term stability. Furthermore, there is a clear and robust policy in place to support departments in ensuring their employees and contractors are security cleared to the appropriate level based on the information they need to access for their role.</p><p>Though often concurrent, National Security Vetting (NSV) is distinct from recruitment processes and only required in some roles.</p><p>In line with the practice followed by successive administrations, the Government does not otherwise comment on security matters.</p><p> </p>
