It is appropriate that the Minister for Women and Equalities, who was only appointed at the end of October, takes time to properly consider the analysis and findings prior to publishing the report.</p><p>In line with the Government’s own best practice for post-implementation reviews, the report also needs to be signed off by the Department’s Chief Economist.</p><p>Once the review has completed these stages it will be published alongside the regulations.</p> more like this

star this property answer text <p>We are clear that no one should be refused access to businesses or services, including shops or venues, because they legitimately have an assistance dog.</p><p>Under the Equality Act 2010 (the Act), businesses that provide goods and services to the public must not unlawfully discriminate against people who meet the Act’s definition of disability. The Act places a duty on service providers to make reasonable adjustments to improve access to premises, buildings and services.</p><p>This duty could include allowing access to guide dogs or assistance dogs so that disabled customers have the same access to goods and services and are not placed at a substantial disadvantage compared to non-disabled customers. Failure to comply with this duty could amount to unlawful disability discrimination.</p><p>The Equality and Human Rights Commission has published guidance for all businesses, including service providers, on their duty towards disabled people who own assistance/guide dogs. The guidance explains that assistance dogs should be treated as auxiliary aids and not as pets. The guidance is available at: <a href="https://www.equalityhumanrights.com/sites/default/files/assistance-dogs-a-guide-for-all-businesses.pdf" target="_blank">https://www.equalityhumanrights.com/sites/default/files/assistance-dogs-a-guide-for-all-businesses.pdf</a> and makes clear that businesses and service providers should allow assistance dogs access to buildings where dogs would normally not be permitted whenever this is reasonable.</p><p>These duties and protections are ultimately enforceable through the courts, but as a first step, anybody who thinks they have been discriminated against in the services offered to them - including a failure to make reasonable adjustments - can contact the Equality Advisory and Support Service (EASS) which provides free bespoke advice and in-depth support to individuals with discrimination concerns via their website - <a href="http://www.equalityadvisoryservice.com" target="_blank">http://www.equalityadvisoryservice.com</a>, or by telephone on 0808 800 0082 or by text phone on 0808 800 0084.</p>

star this property answer text <p>I am leading cross-government work on the findings of the Public Health England Report “Disparities in the risk and outcomes of COVID-19”. The Race Disparity Unit (RDU) is supporting me in this</p><p><br>Following work undertaken by the RDU, the Office for National statistics, and the wider scientific community, we have made good progress in recent weeks in identifying the key drivers of these disparities and the relationships between the different risk factors for ethnic minority communities. I have also been reviewing the effectiveness and impact of current actions being undertaken by government departments and their agencies to directly lessen the disparities. I will shortly be sending the first quarterly progress report on my work to the Prime Minister and the Secretary of State for Health and Social Care, as required by the <a href="https://www.gov.uk/government/news/next-steps-for-work-on-covid-19-disparities-announced" target="_blank">terms of reference</a>.</p> more like this

star this property answer text <p>Transphobia and misogyny are completely unacceptable and have no place in British society. We are determined that everyone in the UK should be free to live their lives and fulfil their potential regardless of their gender identity or sex.</p><p>Misogyny is not a hate crime in law, therefore no data is held about specific incidents. The Government has heard concerns about the coverage and effectiveness of existing legislation and asked the Law Commission to undertake a full review of hate crime legislation, which is due to report in early 2021. This includes considering whether there should be additional protections against misogyny or ageism for example, and bring parity to the law by making sexual orientation and transgender hate crimes aggravated offences. We will respond in full when it is complete.</p><p>We have funded multiple projects aimed at tackling homophobic, biphobic and transphobic hate crime and have taken steps to bolster the police response to hate crime through supporting additional police training. We have also invested £4m to support schools to tackle homophobic, biphobic and transphobic bullying.</p>

star this property answer text <p>We want transgender people to be free to live and to prosper in modern Britain. We have looked carefully at the issues raised in the consultation, including the impact of the Gender Recognition Act 2004 on trans people. It is the Government’s view that the balance struck in this legislation is correct, in that there are proper checks and balances in the system and also support for people who want to change their legal sex.</p><p>We will make the gender recognition certificate process kinder and more straightforward. We will cut bureaucracy by enabling applications via <a href="http://gov.uk/" target="_blank">gov.uk</a> and reduce the fee. We are working with the Ministry of Justice, who lead tribunal fees policy, to agree the new fee level and plan the implementation of this change. We will be consulting relevant stakeholders to ensure implementation works from an operational perspective, but will not be consulting more widely since the GRA consultation provides evidence on people’s views of the fee.</p><p> </p>

The Government’s team of Equality Ministers are leading on commitments such as banning so-called conversion therapy, digitising the gender recognition process and delivering Safe to Be Me: A Global Equality Conference, later this year. The Government is drawing on the services and advice of Lord Herbert of South Downs as the Special Envoy on LGBT rights and Chair of the Conference, Iain Anderson as LGBT Business Champion, as well as Dr Michael Brady as the National LGBT Health Adviser. Ministers and officials regularly engage with stakeholders on a range of issues and will continue to do so.</p> more like this

We will continue to ensure that our guidance is clear and enables people to protect themselves adequately, this includes guidance for those shielding. star this property answer text <p>The Government is implementing significant measures to reduce the spread of the virus in all communities, especially for people who may be at higher risk. This includes ensuring that those in high-contact professions get targeted testing, issuing updated guidance on workplace safety and translating key public health messages into multiple different languages.</p><p>I am also leading work on the findings of the Public Health England Report “Disparities in the risk and outcomes of COVID-19”. star this property answer text <p>The Government is committed to protecting people with disabilities in the workplace. The Equality Act 2010 places obligations on employers in relation to disabled employees and job applicants, including a duty to provide reasonable adjustments. However, the legislation recognises the need to strike a balance between the needs of disabled people and the interests of employers. What is ‘reasonable’ will vary from one situation to another. This is because factors like the practicability of making the adjustment, the cost of the adjustment and the resources available to a business, will vary from one situation to another. Although employers may in some cases make anticipatory adjustments, many will be at the request of the employee, including those where the disability may not be obvious or may be entirely hidden.</p><p>The government runs Access to Work, a demand-led discretionary grant scheme that offers up to £59,200 funding per year for in-work support for people whose disability or health condition affects the way they do their job. The scheme is designed to offer support above the level of employers’ statutory obligations under the Equality Act 2010, as well as providing advice to employers on in work support available for their employees which could include reasonable adjustments.</p><p> </p>
