	answer	answer is ministerial correction date of answer 15/11/2023 answer text <p>We acknowledge the Youth Employment Group’s report calling for the Government to adopt a Young Person’s Guarantee and note the five recommended policy proposals.</p><p> </p><p>The Government is committed to delivering targeted support for all young people, no matter what their start in life or the challenges they face, to give them the best chance of getting into work.</p><p> </p><p>Within DWP, the Youth Offer provides individually tailored work coach support to young people aged 16-24 who are on the Universal Credit and searching for work. We have recently expanded Youth Offer support to enable more young people on Universal Credit to see a work coach in a Youth Hub or to benefit from the expertise of our Youth Employability Coaches.</p><p> </p><p>By extending the Youth Offer to other Universal Credit claimants we are helping more young people not in education, employment or training who claim Universal Credit to access this essential support. Some Youth Hubs will also offer a drop-in facility where these young people who do not have a UC claim will be able to access support.</p><p> </p><p>Lastly, we recognise that ensuring young people have the most appropriate support, education or training to enable them to enter sustained employment and progress in their careers requires a cross-government approach. In partnership with DfE and DCMS, we have established a new cross Government Forum on Youth Skills for Life and Work. 	answer	answer is ministerial correction date of answer 23/01/2024 answer text <p>Automatic enrolment (AE) has helped millions more women to save into a pension, with pension participation rates among eligible women in the private sector rising from 40% in 2012 to 87% in 2022.</p><p> </p><p>The government is committed to build on the success of AE and is making progress on implementing the measures as set out in the 2017 review. The Pensions (Extension of Automatic Enrolment) Act 2023 was introduced into Parliament with government support and provides the necessary powers.</p><p> </p><p>Once implemented, the measures will disproportionately increase the pension saving of lower earners; a woman working part-time earning National Living Wage could see her pension almost double as a result when saving over her career.</p><p> </p><p>The AE framework cannot be straightforwardly extended to people who are self-employed, as there is no employer to enrol them into a scheme; select a scheme or make contributions.</p><p> </p><p>The department is currently working with research partners to explore the feasibility of building and testing retirement savings solutions in digital platforms. 	answer	answer is ministerial correction date of answer 15/11/2023 answer text <p>The overarching objective of the advice requirement is to ensure that members understand the financial implications of transferring to a scheme with flexible benefits. The process enables a clear view of the choices available to the individual and the longer term risks attached to accessing flexible benefits.</p><p> </p><p>The government has to consider the needs of all pension savers regardless of their individual circumstances and it believes that enabling members to make informed investment decisions will yield greater long term financial stability for the individual. It is not therefore policy to introduce an opt out option to this part of the transfer process.</p><p> </p><p>In forming this view, DWP has engaged with pensions industry bodies, the regulators and consumer groups to review The Pension Schemes Act 2015 (Transitional Provisions and Appropriate Independent Advice) Regulations 2017. The review considered how the advice requirement is working in practice and if there are any unintended consequences. This states that larger employers with 50 or more workers are required to consult with affected members or their representatives about proposed significant changes to their pension scheme, including closure, before implementing the change.</p><p> </p><p>These requirements ensure that scheme members are aware of the change and the impact on their future pension, and that they have an opportunity to comment. 	answer	answer is ministerial correction date of answer 16/04/2024 answer text <p>The data requested for the number of people who opted out of automatic enrolment workplace pension schemes in each of the last ten years is not readily available and to provide it would incur disproportionate costs.</p><p> </p><p>The department makes regular publications of the data that is held, including the <a href="https://www.gov.uk/government/statistics/workplace-pension-participation-and-savings-trends-2009-to-2022/workplace-pension-participation-and-savings-trends-of-eligible-employees-2009-to-2022" target="_blank"><em>Workplace Pension Participation and Savings Trends</em></a>, which is available on GOV.UK. This publication includes aggregated data from large private pension providers in which the proportion of new member enrolments to have opted-out of workplace pension saving stood at 11.79% in July 2023. Over the period from January 2020 to July 2023, these opt-out rates have fluctuated between a low of 7.03% and a high of 12.23%.
