star this property answer text <p>The assessment criteria for Personal Independence Payment are very different to those for the Work Capability Assessment (WCA), which assesses whether claimants to Employment and Support Allowance, and Universal Credit have limited capability for work.</p><p> </p><p>We are aware that there are some claimants who are unable to undertake a WCA telephone assessment because of their health condition and we are currently developing ways in which we can support these individuals. We are continuing to assess as many people as we are able to on paper evidence, using this route as often as possible. We are also undertaking some video assessments, where appropriate.</p><p> </p><p>Individuals invited for a telephone assessment are encouraged to inform their assessment provider of any additional requirements they may have, and the provider will endeavour to meet any reasonable requests. This is explained to the individual in the initial invitation letter for all telephone assessments. For example, companions are able to join a telephone assessment, as they could for a face to face assessment.</p><p> </p><p>Claimants who we are unable to assess by telephone or video because of their health condition will be prioritised when we are able to safely resume face-to-face assessments.</p>

star this property answer text <p>This department undertakes research into people’s experience of support into work schemes, including the experiences of disabled people. The Department has not conducted or commissioned research on life experiences for people with Down’s Syndrome in the 21<sup>st</sup> Century.</p><p> </p><p>Equal rights for disabled people, including people with Down’s Syndrome, are provided for under the reasonable adjustments provisions in the Equality Act and the Public Sector Equality duty. Each Government Department and public authority is under a duty to make adequate provision for disabled people including people with Down’s Syndrome.</p><p> </p><p>Disability in the UK is mainstreamed. This means that every department is ultimately responsible for considering disability in the development and implementation of its policies and services.</p> more like this

star this property answer text <p>Personal Independence Payment (PIP) claimants, invited to a telephone assessment, can opt to have their assessment recorded by assessment providers, who will provide the equipment necessary to allow this service to proceed.</p><p> </p><p>The department is currently working with PIP assessment providers to deliver an audio recording service for face to face assessments, that removes the requirement for the claimant to provide the equipment. Work is also ongoing to introduce an audio recording facility for video assessments. This will bring the audio recording of face to face and video assessments in line with the recording of telephone assessments and we aim to complete both as soon as it is practically possible.</p><p> </p><p>Currently, PIP claimants invited to a face to face assessment, can record their assessment themselves, subject to the conditions set by the department. These are listed in the PIP Assessment Guide, and are contained within correspondence sent to claimants from the assessment providers.</p>

However, we are unable to provide data at constituency level or to separate out individuals for the Limited Capability for Work element of UC. I have therefore provided the total number of individuals claiming UC awaiting an assessment.</p><p> </p><p>(a) As of the 27 April 2020, the number of individuals claiming PIP with either an assessment scheduled or awaiting scheduling in the UK was 166,630. This PIP data does not include Northern Ireland. 20,870 of these cases were in Scotland.</p><p> </p><p>(b) As of the 4 May 2020, the number of individuals claiming ESA with either an assessment scheduled or awaiting scheduling in the UK was 101,910. 14,460 of these cases were in Scotland.</p><p> </p><p>(c) As of the 4 May 2020, the number of individuals claiming UC with either an assessment scheduled or awaiting scheduling in the UK was 121,640. 13,510 of these cases were in Scotland.</p><p> </p><p>Data supplied by Assessment Provider reports, and rounded to the nearest 10.</p><p>Please note this is unpublished data.</p><p> </p><p> </p><p>The latest published journey time for PIP is 8 weeks on average for a new claim assessment and 10 weeks for a DLA to PIP reassessment (based on the latest published data) and 9 weeks for ESA and we are working with our suppliers to ensure those claimants currently going through the assessment journey are seen as quickly as possible.</p>

star this property answer text <p>As of 13th April 2021, 42,400 people were repaying Carer’s Allowance overpayments.</p><p> </p><p>The total original value of those debts was just over £138million; the total amount currently outstanding is £89million.</p><p> </p><p>The Department has a duty to recover overpaid benefits as quickly and efficiently as possible, but it is not intended that the recovery of an overpayment should cause any customer undue financial hardship.</p><p> </p><p>Overpayment recovery of Carer’s Allowance, as with all benefits is subject to various legislative limitations and safeguards.</p> more like this
