The Driver and Vehicle Standards Agency has no powers to extend this period, nor to waive, reduce or refund any part of the £300 fee. There are no plans to make changes to primary legislation.</p><p>The Road Traffic Act provides that those approved driving instructors (ADI) who allow their registration to lapse have up to a year to apply to re-join the register without having to requalify. ADIs do not pay directly for their standards checks nor their Disclosure and Barring Service (DBS) check, other than the £6 identification verification fee, which is payable to the Post Office.</p><p> </p><p>The £300 ADI registration fee covers all the costs of administration of the register, including the arrangement and conduct of standards checks and the DBS cost. The requirement for the fee is specified in the Act. It will announce details of resumption in due course. The DVSA is committed to resuming testing services for all candidates as soon as it is safe to do so and in line with Government advice.</p><p>The DVSA’s Chief Executive issued further guidance on resuming testing to approved driving instructors, motorcycle training schools, and vocational driving instructors on 15 June 2020. 	answer	answer is ministerial correction date of answer 01/09/2020 answer text <p>The Driver and Vehicle Standards Agency’s (DVSA) priority throughout the COVID-19 pandemic has been the safety of its staff and the wider public. That remains its priority as it restarts its services.</p><p> </p><p>A trainee licence allows someone preparing for their instructional ability test to consolidate their training by teaching learner drivers. A trainee licence allows trainees to charge those pupils and cover their costs. It is not necessary to hold a trainee licence to prepare for the instructional ability test. A potential instructor could teach learners for practice so long as the pupil does not pay for the lesson or contribute to any costs, such as fuel or insurance.</p><p> </p><p>As different approaches to easing lockdown are currently being adopted across England, Scotland and Wales, the DVSA is following published guidance in each of those countries as it restarts its services safely for its customers and its staff. 	answer	answer is ministerial correction date of answer 18/05/2020 answer text <p>The Driver and Vehicle Standards Agency (DVSA) recommends that, currently, approved driving instructors (ADI) should only provide lessons to candidates who have an essential need. ADIs should ask pupils to bring appropriate identification to demonstrate the need for the lesson: a payslip, letter or identification badge should suffice.</p><p> </p><p>When providing driving lessons, all ADIs should put in place appropriate measures, in line with the latest Public Heath England and Cabinet Office guidance, to prevent the spread of the coronavirus.</p><p>It is the responsibility of the ADI and the pupil to consider the risks to their health and to decide if the driving lesson is essential.</p><p> </p><p>ADIs whose registration lapses in the next three months, and who are observing government guidelines not to work, can delay renewing their registration until restrictions are lifted. It will announce details of resumption in due course.</p><p>In the meantime, approved driving instructors (ADI) should continue to limit driving lessons to critical workers who are preparing for an emergency driving test.</p><p>The DVSA’s priority remains to protect the public and save lives. Driving lessons and tests have not yet been able to restart because the risk of transmission of the virus in vehicles is higher.</p><p>On 15 June 2020, the DVSA’s Chief Executive wrote to all ADIs updating them on the planning it is doing to help return to life that is as close to normal as possible, as quickly and fairly as possible, in a way that avoids a second peak of infections. 	answer	answer is ministerial correction date of answer 21/04/2022 answer text <p>The Driver and Vehicle Standards Agency (DVSA) recognises there is a high demand for learners who are wanting to take their practical driving test following the suspension of routine driver training and testing during the pandemic.</p><p>The DVSA is working hard to provide as many practical driving test appointments as possible and has a number of measures in place to do this.</p><p>These include:</p><ul><li>offering a national recovery allowance and annual leave buy back to examiners;</li><li>asking all those qualified to conduct tests, but who do not do so as part of their current day job, to return to conducting tests;</li><li>conducting out of hours testing, such as on public holidays and weekends; and</li><li>asking recently retired driving examiners to return to testing.</li></ul><p>As of 31 March 2022, driving test waiting times at Llanelli is 3 weeks.</p><p>The DVSA has a live recruitment campaign covering Llanelli, and has recently completed a campaign to recruit Welsh speaking driving examiners. The DVSA is also launching a new national campaign to recruit an extra 161 examiners across Great Britain to help meet the increasing demand for driving tests.
