	answer	answer is ministerial correction date of answer 03/03/2020 answer text <p>Highways England is aware that noise is an important issue for residents living next to the M25 motorway between junctions 10 and 11 and is actively looking for ways to improve the situation.</p><p> </p><p>Work to repair failed joints in the concrete carriageways was completed in November 2019 and this should help to reduce the noise level.</p><p> </p><p>There are currently no plans to resurface the carriageways on this section of the M25, but there is a trial to test materials and techniques which could help to reduce noise and improve the performance of concrete surfaces which is currently being carried out on the M1. The trial includes measurement of the noise reduction achieved and the rate of deterioration of the different treatments and is anticipated to continue until 2022. Backed by £3 billion of transformational funding over the current Parliament, the Strategy will make buses more frequent, more reliable, easier to understand and use, better co-ordinated and cheaper.</p><p>Bus Service Improvement Plans (BSIPs), which we expect local authorities to produce by the end of October, will need to set out ambitious visions for travel by bus, meeting the goals and expectations in the strategy. 	answer	answer is ministerial correction date of answer 09/09/2019 answer text <p>Currently Highways England has a programme to replace the joints between the concrete slabs between junctions 9 and 11. This work is being done to ensure the road surface is maintained in good condition, but it should also help to reduce noise from the road surface.</p><p> </p><p>Highways England is also carrying out trials to test materials and techniques which could help to reduce road noise from concrete surfacing on the M25 network. This trial is being carried out on the M1 motorway southbound between junctions 5 and 6.</p><p> </p><p>This trial is due to finish in 2022 and the findings will be used to develop our long-term strategy for managing concrete road surfaces in the south east. The trial does include a period of accelerated testing on other parts of the strategic road network before 2022, and Highways England will keep this under review.</p><p> </p><p>Highways England will monitor the condition and safety of the strategic network regularly and the surface of the M25 between junctions 10 and 11 is inspected weekly. 	answer	answer is ministerial correction date of answer 08/10/2019 answer text <p>Department for Transport funding for local highway maintenance is allocated mainly by formula to local highway authorities at the upper tier, to county councils or unitary authorities, so we are unable to provide a break down by Parliamentary constituency. The formula comprises the Needs Element (£725 million in England outside London in 2019/20) and the Incentive/Efficiency Element (£150 million 2019/20). Integrated Transport Block (ITB) is a formula distribution of capital funding to local transport authorities, which is designed to fund small-scale local transport improvements, including road safety measures, public transport and public realm improvements.</p><p> </p><p>In each of the last three years the Department’s allocation to Surrey County Council for local highway maintenance and for ITB was as follows:</p><p> </p><p>2017/18 £21.072 million</p><p>2018/19 £21.056 million</p><p>2019/20 £21.034 million</p><p> </p><p>The proposed allocation for 2020/21 is £21.034 million.</p><p> </p><p>Following Budget 2018, Surrey County Council received a share, £7.409 million, of the £420 million additional funding announced for England. 	answer	answer is ministerial correction date of answer 08/10/2019 answer text <p>The Government is providing over £6.6 billion of funding to local highway authorities for local highways maintenance in England, outside London, between 2015 and 2021 to help them tackle the condition of the local road network. Well-planned maintenance to prevent potholes and other defects forming on the roads is vital. Councils that do this well get better value for every pound spent and improve their customer satisfaction. So, from 2016/17, this Government introduced incentive funding to help encourage local highway authorities to manage their road networks better and achieve greater efficiencies.</p><p> </p><p>Local highway authorities have a duty under Section 41 of the Highways Act 1980 to maintain the local highway network in their area. The Act does not set out specific standards of maintenance, as it is for each individual local highway authority to assess which parts of its network need repair based on its local knowledge and circumstances.
