Councils that do this well get better value for every pound spent and improve their customer satisfaction. So, from 2016/17, this Government is introducing incentive funding to help encourage local highway authorities to manage their road networks better and achieve greater efficiencies. I hope we reach a point where, through efficiencies and collaboration, every highway authority receives the maximum level of funding available.</p><br /><p>The Department for Transport is providing record funding of over £6.1 billion funding to local highway authorities in England between 2015 and 2021 for local highways maintenance.</p><br /><p>This is additional to the funding of over £4.7 billion the Government provided to local highway authorities between 2010 and 2015 for highways maintenance. Permits are needed from the relevant highway authority before works begin on local roads. Authorities can impose charges of up to £10,000 per day for works that overrun the period allowed by the permit during weekdays, which reflect the costs of congestion caused by overrunning works.</p><p> </p><p>Authorities are also able to introduce and operate lane rental schemes. The overall framework balances the need to ensure the essential repair and maintenance of roads, whilst reducing the disruption that such works can cause.</p><p> </p><p>We have, in recent years, continued to improve the framework of secondary legislation and we have approved lane rental schemes, which allow local authorities to charge for works on the busiest roads at the busiest times to reduce congestion. But that does not mean works should take any longer than is necessary.</p><p>This Government has been reforming and modernising the legislative framework in recent years to reduce the congestion caused by works and to provide up-to-date information to road users. We have set up and delivered Street Manager - our digital service that is used by all local authorities and utility companies for planning and managing works and which now streams open data on live and planned works. This includes £2.056 million of reallocated HS2 funding and is a 12.7% increase over the funding the Council was expecting in 2024/25 before the Prime Minister’s Network North announcement.</p><p> </p><p>It is up to the respective highway authority how best to spend this funding to fulfil their statutory duty under Section 41 of the Highways Act 1980. The Government provides highway maintenance and other funding to local authorities but does not collect data on how much each one spends on repairing potholes: this is a matter for each local highway authority.</p><p> </p><p>In 2023/24, the Government provided the City of York Council with £3.69 million of capital funding for local highway maintenance. This represents an increase of around 30% compared to the previous year, made possible in part by reallocating funding that would otherwise have been spent on the HS2 programme.</p><p> </p><p>The Department annually collects and publishes statistics on gov.uk that detail the condition and maintenance of the highways in England. It is up to the respective highway authority how best to spend this funding to fulfil their statutory duty under Section 41 of the Highways Act 1980. In 2023/24, the Department for Transport provided £1.3 billion of Highway Maintenance Block capital funding to local highway authorities in England outside London and the Mayoral Combined Authority areas, of which the City of York Council received £3.699 million.
