star this property answer text <p>This government has committed £374m (£622m with match funding) to increase cycling and make it safer. This includes £35 million to improve safety at road junctions, of which £20 million will be spent on improvements in 81 locations around England and £15 million for improvements in London.</p><p> </p><p>In August 2013, the Prime Minister announced his commitment to cycle proofing so that all new trunk roads and improvement schemes will be designed with cyclists in mind. The Department for Transport's Cycle Proofing Working Group is looking into training of highway engineers, sharing of best practice and the barriers to better infrastructure for cyclists. Work to cycle proof the strategic road network is underway, with a number of schemes already delivered, or due to be delivered in 2014/15.</p><p> </p><p>We have extended our commitment to Bikeability cycle training for children to 2015/16 and plan to deliver training to a further 616,000 children on top of the 1 million already trained. The scheme teaches children (and some adults) how to ride a bicycle safely and responsibly as well as the importance of all road users understanding the Highway Code.</p><p> </p><p>The Department for Transport is developing a Cycling and Walking Delivery Plan due for publication this summer, which will set out, amongst other things, how we plan to further improve road safety for cyclists.</p><p> </p><p> </p><p> </p>

star this property answer text <p>The Ministry of Defence operates Unmanned Aircraft Systems and Remotely Piloted Aircraft Systems (RPAS) globally for operational surveillance, precision attack and for training purposes.  Reaper RPAS is the only armed system.  It operates only in Afghanistan, and professional, qualified pilots follow the exact same Rules of Engagement as pilots of other aircraft types.</p><p> </p><p>Whilst the Department for Environment, Food and Rural Affairs has not used any RPAS, its Centre for Environment Fisheries &amp; Aquaculture Science, Food &amp; Environment Research Agency, Environment Agency, Natural England and Royal Botanic Gardens have used small RPAS to support work on flood defence and coastal erosion, and the monitoring of crops, plants and nature reserves.  All flights were carried out within the UK except for an aerial plant survey in Peru carried out by the Royal Botanic Gardens, Kew.</p><p> </p><p>The Home Office does not itself operate RPAS and the only police force operationally using a system (albeit very occasionally) is Staffordshire. This system is mostly used for patrol sweeps of car park and camping areas at V Festival, security sweeps for VIP events at the National Arboretum, they have also carried out some missing person, search and rescue, and counter-poaching tasks.</p><p> </p><p>Sussex Police have completed formal training and are now in the process of gathering experience with their own RPAS system – although if an important operational task came up RPAS would be deployed. The formal start date for the trial is in the near future.</p><p> </p><p>Kent Police, as part of the 2 Seas project, have hosted some RPAS trial flights to assess the performance of the system. They are planning to host an event about the project in July.</p><p> </p><p> </p>

star this property answer text <p> </p><p>The Government published the summary of responses to the consultations on its proposed drugs and limits to be specified in regulations on 27 March 2014, which is available in the libraries of the House and at:</p><p> </p><p><a href="https://www.gov.uk/government/consultations/drug-driving-proposed-regulations" target="_blank">www.gov.uk/government/consultations/drug-driving-proposed-regulations</a></p><p> </p><p> </p><p> </p><p>The Government's proposals on the limits for those drugs most associated with medical use were based upon scientific and medical advice and were supported in the public consultation. There are therefore no plans to review the limits and Parliament will shortly have the opportunity to debate the regulations.</p><p> </p><p> </p><p> </p><p>The summary sets out the issues raised in the consultation and the action Government proposes to take including the education of healthcare professionals. Guidance to healthcare professionals was published on 3<sup>rd</sup> July 2014 after consulting with the medical colleges and is available at:</p><p> </p><p><a href="https://www.gov.uk/government/collections/drug-driving" target="_blank">https://www.gov.uk/government/collections/drug-driving</a></p><p> </p><p> </p><p> </p><p>It is for the police to amend their procedures to take account of the new drug driving legislation.</p><p> </p>

star this property answer text <p>The Highways Act 1980 places the responsibility for the management of the road network with local highway authorities. The New Roads and Street Works Act 1991 places a specific duty on the authorities to co-ordinate works on their networks, and on utility companies to co-operate with them in doing that. The Traffic Management Act 2004 imposed a ‘Network Management Duty' on authorities and enabled them to introduce Permit Schemes which give them powers to more proactively manage and co-ordinate works to minimise disruption for all road users. They also offer discounts on permit fees when utilities work together to minimise impact on road users. More than half of English authorities have now either introduced a permit scheme, or are working towards it, which we welcome.</p><p> </p><p>Officials work closely with representative bodies of both authorities and utilities to encourage increasing co-ordination and co-operation, whilst allowing for essential services to be maintained.</p><p> </p><p> </p>

star this property answer text <p>The Highways Agency is investing record amounts in roads, which includes making motorways ‘smarter', using technology to actively manage traffic flows to reduce congestion and improve safety. On most sections of smart motorway the hard shoulder is used to provide additional capacity for road users: either through being converted into a traffic lane permanently, or opened to traffic when needed during busy times.</p><p> </p><p>To date we have delivered 14 of these types of schemes, and are in the process of constructing a further 6. Following the Spending Review in 2013 there are now plans to deliver a further 18. Collectively this will see smart motorway applications covering around 437 miles of the strategic road network supporting the economy, reducing congestion and providing much needed additional capacity on the busiest motorways.</p><p> </p><p>Beyond this, the Department for Transport will be considering future enhancements within its route strategy proposals which are due to report next year and will establish outline operational and investment priorities for all routes in the strategic road network out to 2021.</p><p> </p>

star this property answer text <p>On 11<sup>th</sup> June 2014, the Government awarded the Thameslink Southern Great Northern (TSGN) franchise to Govia. The franchise will run for seven years from September 2014. During this period Govia will improve the frequency of train services in the south east of London by introducing 24 trains per hour through the Thameslink core route.</p><p> </p><p>The Government will be refranchising the South Eastern network in 2018 and will conduct a formal public consultation before finalising the specification.</p><p> </p><p> </p> more like this
