To date, no approval has been sought from the Secretary of State for its opening. The Department would expect the sponsors to work with the future Northern franchisee to develop a deliverable plan.</p><p> </p><p>The Invitation to Tender for the northern rail franchise, published in February 2015, confirmed that we would be asking bidders to replace the Pacer trains and introduce 120 new-build vehicles by January 2020. This is part of our transformation of rail travel in the north and a step in the creation of a northern powerhouse for the UK economy.</p><p> </p><p>The Government established Transport for the North (TfN) in October 2014 to formalise cooperation on transport issues in the North. The aim is for TfN to speak with one voice to Government on the transport priorities for the whole of the North. The Department is working closely with TfN and Rail North to develop and prioritise the rail options so that the first tranche is ready for consideration as part of the Government’s Rail Investment Strategy for the next rail investment period (CP6, 2019 – 2024).</p><p> </p><p><del class="ministerial">There is currently a two-hourly Northern service on the Middlesbrough-Sunderland-Newcastle route, with a couple of extra services. By December 2017, this will become an hourly service.</del></p><p><ins class="ministerial"> <p /> <p>Northern Rail provides an hourly service in each direction between Newcastle and Middlesbrough throughout the day with some additional trains at peak times with some through trains serving Hexham and Nunthorpe. 	answer	answer is ministerial correction date of answer 12/11/2018 answer text <p>The UK is seeking reciprocal arrangements on road haulage in our negotiations with the EU and we are confident of reaching a good deal which works for this key sector. Through the Haulage Permits and Trailer Registration Act and subsequent regulations, the Government is prepared for the range of possible outcomes, including the unlikely possibility of a no-deal outcome.</p><p> </p><p>The work the Department has undertaken will ensure we are able to allocate permits efficiently to deliver the greatest economic benefit should demand exceed supply. 	answer	answer is ministerial correction date of answer 04/11/2015 answer text <br /><p>We have made significant progress since 2010 on increasing access to public transport.</p><br /><p>Compliance with bus accessibility regulations is 89% of buses in England in 2015 compared to 59% in 2009-10; while 60% of rail vehicles, up from less than 40% in 2010, were built or fully refurbished to modern access standards.</p><br /><p>By the end of this year Access for All will have completed more than 150 step-free routes at rail stations against a target of 125. More than 1,200 stations have also received smaller scale improvements. 	answer	answer is ministerial correction date of answer 04/11/2015 answer text <p><strong>Trends in the cost of rail travel</strong></p><p>The rail fares index is available from Office of Rail and Road, available here: <a href="http://dataportal.orr.gov.uk/browsereports/1" target="_blank">http://dataportal.orr.gov.uk/browsereports/1</a>. In respect of regulated rail fares, I would note that we have capped regulated fare increases at RPI for the past two years and will continue to do so for the lifetime of this Parliament. This has resulted in wages rising faster than fares for the first time since 2002. We have also reduced the non-cumulative flex from 5 per cent introduced by Labour to 0 per cent in 2015. We will continue this policy for the lifetime of this Parliament.</p><br /><p>In respect of unregulated rail fares, from 1997 to 2010 unregulated fares grew more quickly than regulated fares every year, but since 2010 the average rise in unregulated fares has dropped to a similar level as regulated fares.
