star this property answer text <p>I refer to the answer of 3 June (HL15919), which states that the aviation sector operates in a competitive, commercial environment, investing to attract passengers and responding to demand when determining routes to operate. It is therefore not for the Department to carry out this type of assessment, nor to comment on whether there is sufficient competition.</p><p> </p><p>I can, however, confirm that CAA data for 2018 shows that the four largest airports in Scotland (Aberdeen, Edinburgh, Inverness and Glasgow) have flights to two or more airports in the London system, with flights operated by multiple airlines.</p><p> </p><p>In addition, the UK Government, in partnership with the Scottish Government and Dundee City Council, provide financial support for an air route from Dundee to <del class="ministerial">Stanstead,</del> <ins class="ministerial">Stansted</ins> through a public service obligation. Scotland will also benefit from an expanded Heathrow, where there will be further opportunity to enhance connections to the country’s biggest hub airport.</p><p> </p><p>This information, which is already in the public domain, shows that there is sufficient competition for air routes between London and Scotland.</p>

star this property answer text <p>The latest National Rail Passenger Survey (NRPS) results (Autumn 2018) found that 8 in 10 journeys were rated as satisfactory overall at the national level, with fewer than one in 10 rated as unsatisfactory. Satisfaction as measured by the NRPS has generally remained stable over the last 10 years.</p><p> </p><p>The fieldwork for the Autumn 2018 NRPS was the first since the introduction of the new timetable in May 2018 and the subsequent period of network disruption, which is likely to have had an impact on the results for some Train Operating Companies (TOCs).</p><p> </p><p>In addition, a number of TOCs were affected by industrial action throughout 2018, including South Western Railway and Northern. Parts of the country (particularly Scotland) were affected by Storm Ali during September and October which closed a large number of stations in Scotland.</p> more like this

star this property answer text <p>There are currently no plans to further extend electrification on the Midland Main Line (MML), beyond those works planned by the MML enhancements programme and HS2 Phase 2b. The Department for Transport has taken the decision to deliver new bi-mode trains for MML intercity services. Together with significant infrastructure investment along the route, for example the track and signalling upgrade at Derby station which was completed last year, this will mean that passengers will benefit from faster journeys, and from more seats and better quality trains with as little disruption to passengers as possible.</p> more like this

star this property answer text <p>Pokesdown was not nominated for this funding as South Western Railway already have a commitment in their Franchise Agreement to install lifts to the footbridge linking the platforms. This is currently due to be complete in early 2020.</p><p> </p><p>Stations were selected based on their annual footfall, weighted by the incidence of disability in the area.  We also took into account local factors such as proximity to a hospital or the availability of third party funding for the project.  We also chose some stations to ensure a fair geographical spread of projects across the country.</p><p> </p><p> </p> more like this

However, this is the minimum requirement of the Invitation to Tender, which bidders are incentivised to exceed.</p><p> </p><p> </p><p>Regarding a punctual and reliable service, the successful bidder will need to meet stringent contractual targets for operational performance in the life of the franchise. star this property answer text <p>The proposed height of station platforms above rail for dedicated HS2 train platforms has been designed to ensure level access for all passengers. It does not comply with the current EU Technical Specification for Interoperability regarding platform heights. However, the HS2 network does comply with the relevant EU (‘GC’) loading gauge. No derogation has been applied for as this is not needed at this stage. Further consideration will be given to whether it is necessary to apply for a derogation, depending on the extent to which EU legislation applies in the UK at the point when the platforms are put into use.</p> more like this

star this property answer text <p>Greybull Capital is not itself a shareholder in Monarch Airlines but it does perform an advisory and management role for the principal shareholder, Petrol Jersey Limited. There is no formal legal mechanism we can use to oblige Greybull to contribute towards the cost of repatriating passengers.</p><p> </p><p>However Marc Meyohas, partner at Greybull, wrote to the Transport Select Committee acknowledging a moral obligation (if they make a profit) to contribute and help to defray the costs incurred by the Government in repatriating Monarch customers.</p><p> </p><p>Discussions with Greybull in relation to recovering the costs of the repatriation operation have been in writing. Ministers last wrote to Greybull on this matter on 5 December 2018.</p><p> </p><p>The extent of any profit or loss from Greybull Capital and Petrol Jersey Limited’s investment in Monarch Airlines will depend on the outcome of the administration process, which is not due to conclude until October 2020.</p><p> </p><p>I refer to the Written Ministerial Statement made by the Secretary of State on 9 May 2019, which reported that the final cost to the taxpayer from the Monarch repatriation have been assessed to be £40.5m. This does not include any contribution from Greybull Capital or the principal shareholder, Petrol Jersey Limited. We do not expect any material change to the final cost to the taxpayer.</p><p> </p><p> </p><p> </p><p> </p>
