For the purposes of this answer we are therefore providing information on:</p><p> </p><p> </p><p> </p><ol start="1" type="1"><li><strong>BIS partner organisations that have an office in Birmingham</strong>.</li></ol><p> </p><p> </p><p> </p><p>These bodies spend money voted to BIS and have the BIS Permanent Secretary as their ultimate accounting officer. The following such organisations have offices in Birmingham:</p><p> </p><p>· ACAS</p><p> </p><p>· Insolvency Service</p><p> </p><p>· Skills Funding Agency</p><p> </p><p> </p><p> </p><ol start="2" type="1"><li><strong>The categories of body set out in PQ UIN 7817</strong>.</li></ol><p> </p><p> </p><p> </p><p>These bodies are part of the wider delivery chain and spend money voted to BIS that is allocated to these bodies through BIS Partner Organisations rather than from BIS directly. star this property answer text <p>On 10th July Her Majesty’s Treasury published the UK’s Productivity Plan, <em>Fixing the Foundations – creating a more prosperous nation </em><a href="https://www.gov.uk/government/publications/fixing-the-foundations-creating-a-more-prosperous-nation" target="_blank">https://www.gov.uk/government/publications/fixing-the-foundations-creating-a-more-prosperous-nation</a>. This document sets out a 15-point plan that the Government will put into action to boost the UK’s productivity growth, centred on two key pillars: encouraging long-term investment, and promoting a dynamic economy.</p><p> </p><p>This sets a clear direction of travel for FE and skills funding: funding for apprenticeships will be routed through employers and we will develop local involvement in the commissioning of provision to give the sector the agility to meet changing skills requirements in the years ahead. We will provide more detail in the autumn.</p><p> </p><p>The Government is introducing a UK-wide levy to help fund the increase in quantity and quality of apprenticeship training. The levy will raise money to fund increases in apprenticeship numbers and quality and will be entirely funded by the contributors.</p><p> </p><p>The Government is open to discussing proposals from any area for increased powers and greater freedoms to maximise their economic growth, providing the case can be made that there is both strong governance and the capacity and capability to deliver.</p>

star this property answer text <p>Apprenticeships are jobs with quality training and as such apprentices are employees and subject to the same terms and conditions as other employees, including redundancy. Where apprentices are made redundant, the Skills Funding Agency will do everything possible to find another apprenticeship position with a new employer.</p><p> </p><p>Where an individual completes a Level 2 apprenticeship and goes on to Level 3 this is treated as an entirely new apprenticeship with the requirement for higher level skills attainment. In most cases this would not require a new contract of employment.</p><p> </p><p>Targeted steps have been taken to reduce non-compliance with the National Minimum Wage. HMRC prioritises complaints made concerning apprenticeship pay. Employers who fail to pay the National Minimum Wage will be Named and Shamed, as well as receiving financial penalties. Furthermore, Naming is not an alternative to prosecution. Where there is evidence that an offence has been committed the case will always be considered for prosecution.</p>
