Within the Department for Business, Innovation and Skills (BIS), various officials at different grades have an interest in HS2 from the point of view of the Growth opportunities that arise from the investment.</p><br /><p>BIS interests include the potential for rail engineering supply chain development, innovation and technology transfer and growth opportunities arising from the investment along the HS2 route. This will also be a shop window for new technologies that can then drive export growth. HS2 and the National High Speed Rail College will also drive the uptake of apprenticeships and raise engineering skills levels, so Officials in those areas have an interest in HS2. Citizens Advice also lead the annual Scams Awareness Month, working with Trading Standards to help give consumers the confidence to spot and report a scam.</p><br /><p>Trading Standards Officers have powers to take action under the Consumer Protection from Unfair Trading Regulations 2008 against salesmen who use misleading practices and aggressive pressure selling. Thousands of disabled people have benefitted from apprenticeships. In the 2014/15 academic year 44,090 of those starting an apprenticeship declared a disability or learning difficulty (LDD). This is 8.8% of the total starts.</p><br /><p>Apprenticeships are jobs with training and availability is dependent upon employers offering opportunities. However, we believe that there is more that can be done to ensure that people from a diverse range of backgrounds are in the best possible place to apply for and secure an apprenticeship. We do not interfere in employers’ recruitment decisions or set specific quotas for the number of apprenticeships to be taken up by people with special educational needs or disabilities.</p><br /><p>All employers must fulfil their duties as set out in the Equality Act 2010 for apprentices as they would for other employees. We believe that the overwhelming majority of young people with special educational needs and disabilities are capable of sustainable, paid employment with the right preparation and support. For many, apprenticeships are the best route into paid employment. To support this, people aged 16 and over can apply for Access to Work funding for adjustments to the workplace. 	answer	answer is ministerial correction date of answer 03/12/2015 answer text <br /><p>As set out in the consultation, because both higher education student loans and 24+ Advanced Learning Loans share a repayment threshold, the change will equally affect both groups of learners.</p><br /><p>The Spending Review announced that the Government has decided to implement a repayment threshold freeze for all borrowers with post-2012 (‘Plan 2’) loans. The repayment threshold will be £21,000 at April 2016, and it will not be uplifted until at least April 2021, when the threshold will be reviewed.
