	answer	answer is ministerial correction date of answer 02/07/2015 answer text <p>There are currently no plans to assess the effect of cost orders on the ability and willingness of claimants to bring employment tribunal claims.</p><p> </p><p>Costs orders are made at judicial discretion and are considered as exceptional rather than routine. HM Courts and Tribunals Service record data on the number of costs orders made in employment tribunals but there is no currently held data on the reasons they have been awarded. Although under the Apprenticeships Grant for Employers, eligible employers can receive an incentive of £1500 for each new apprentice they take on and train.</p><p> </p><p>Apprenticeships are our top priority for skills and we are committed to 3m starts over the next 5 years. Each area has developed their own bespoke approach to implementing the pilot in line with ensuring responsiveness to local priorities and the local relationships between stakeholders and skills providers. The pilots are in their first year of operation and it is too soon to draw conclusions about their effectiveness.
