star this property answer text <p>As with other degrees, since 2012, Higher Education Institutions with an Access Agreement approved by the Office for Fair Access have been able to charge up to £9,000 a year for an arts degree. This funding comes via student loans and universities compete on quality and their offer to students. The Government also supports specialist institutions such as art and music colleges through the Higher Education Funding Council for England’s Institution-specific Funding.</p><br /><p>We value the creative industries which is why we support them through these and other policies. We are working with industry to take forward the recommendations in <em>*CreateUK</em>, the strategy for the sector developed by industry members of the Creative Industries Council.</p><br /> more like this

star this property answer text <p>The Government has established a governance model for the England 2014-2020 European Structural and Investment Funds Growth Programme. It gives local partners a key advisory role. The Operational Programmes which set out the spending priorities for these Funds have been drafted to reflect priorities identified by local partners including Local Enterprise Partnerships (LEPs).</p><p> </p><p>The Government will review the position on the governance model in the next twelve months and will work with LEPs and other local partners during this time to develop proposals for greater local responsibility.</p><p> </p><p> </p><p> </p> more like this

star this property answer text <p>This Government is absolutely clear: exploitation of interns is unacceptable and we don’t hesitate to act where we find that employment law has been broken and someone who is entitled to the minimum wage hasn’t been paid it.</p><p> </p><p>Complaints from interns about non-payment of the minimum wage are prioritised by HMRC for investigation and HMRC will investigate every complaint made to the Pay and Work Rights Helpline.</p><p> </p><p>Research shows that internships and work experience programmes can be valuable opportunities for young people taking their first steps in the labour market. Our work on interns and the National Minimum Wage aims to achieve the right balance between ensuring that opportunities for young people are not cut off and minimising the risk of exploitation.</p><p> </p><p>Our concern, if we were to prohibit unpaid internships, is that this may lead to employers recruiting interns through informal and privileged networks with adverse effects on social mobility or have adverse consequences on the number of available opportunities.</p><p> </p><p>There is no definition of an internship in minimum wage legislation and interns are considered in the same way as everyone else with regards to whether the minimum wage is due. The key issue is whether or not they are workers as defined by minimum wage legislation. If they are, then they are eligible for the minimum wage unless a specific exemption applies. Volunteers are not workers and are not eligible for the minimum wage.</p><p> </p><p> </p><p> </p>

These Access Agreements include measures and benchmarks for success, in line with the universities’ own particular mission and challenges.</p><br /><p>The Director of Fair Access monitors the performance of Universities against their targets and provides a report each year on the progress that has been made.</p><p>The Green Paper <em>Fulfilling our Potential: Teaching Excellence, Social Mobility and Student Choice, CM 9141 </em>sets out additional steps the Government plans to take to increase the proportion of students from disadvantaged background entering higher education including through the new guidance that we plan to issue to the Director of Fair Access, and through the social mobility taskforce being set up by Universities UK.</p> more like this

star this property answer text <br /><p><del class="ministerial">The budget for the Tradeshow Access Programme was £11.05M in 2014/15 and the estimated spend in 2015/16 is £10.25M.</del></p><p><del class="ministerial">For 2016/17 and beyond, UKTI will be reviewing how the Tradeshow Access Programme is aligned with other Export Services as part of the Comprehensive Spending Review settlement. It is therefore not possible to confirm the budget at this stage.</del></p><p><del class="ministerial">I will respond positively to a request for a meeting with the Sponsors Alliance subject to diary commitments.</del></p><br /><p><ins class="ministerial">The Government published an Equality Analysis of the impact of freezing the student loan repayment threshold on 25th November.</ins></p><p><ins class="ministerial"></ins></p><p><ins class="ministerial">All borrowers whose earnings are above the repayment threshold will pay around £6 per week more (in nominal terms) by 2020/21.
