star this property answer text <p>Following the Fresh Start Agreement, funding was made available by the Executive to mitigate the impact of welfare reform in Northern Ireland. This funding ends in March 2020.</p><p> </p><p>The Department for Communities in Northern Ireland is responsible for the delivery of the various mitigation schemes relating to welfare reform in Northern Ireland.</p><p> </p><p>A decision to extend mitigations beyond March 2020 would be a matter for the Northern Ireland Civil Service and not the Department for Work and Pensions.</p><p> </p><p> </p> more like this

star this property answer text <p>It is important that the sacrifice of those who gave their lives in the World Wars, and other conflicts, is never forgotten and that the memorials to their sacrifice are well maintained.</p><p>The maintenance of local World War memorials is carried out by local authorities across the United Kingdom. Section 1 of the War Memorials (Local Authorities’ Powers) Act 1923 (which extends to Northern Ireland) provides for local authorities to incur reasonable expenditure in the maintenance, repair and protection of any war memorial within their district whether vested in them or not.</p><p>On 1 July 2014, my Rt hon Friends the Prime Minister and the Secretary of State for Culture Media and Sport announced details of a £5 million fund to conserve and protect war memorials. This funding will support a range of different projects including the provision of up to £3 million for the War Memorials Trust which works for the protection and conservation of war memorials within the United Kingdom to ensure they remain part of our communities forever.</p><p>The funding to the War Memorials Trust over the four year period of the First World War Centenary will boost support for their grant schemes and expand their team of specialist Conservation Officers.</p><p> </p>

star this property answer text <p>As part of New Decade, New Approach, the Government undertook to provide funding to address Northern Ireland’s unique circumstances. In May 2021, the Government announced this funding would include £1 million for the Ulster Scots Broadcast Fund, which the Government is proud to have delivered.</p><p> </p><p>The Government is committed to supporting Northern Ireland’s diversity of identities, languages and cultures, including the Ulster Scots. This commitment is also reflected in the Government's progression of legislation and in tandem the recent recognition of Ulster Scots as a National Minority under the Council of Europe’s Framework Convention for the Protection of National Minorities.</p> more like this

star this property answer text <p>The Government firmly believes that Northern Ireland’s tapestry of identities and cultures is a strength of the Union, and is proud of its strong track record of delivering for the Ulster Scots. The Government has already met its specific funding commitments to support Ulster Scots broadcasting set out in New Decade, New Approach, which was referred to in my answer of 21 November, UIN 85057.</p><p> </p><p>In addition to this New Decade, New Approach funding and the recognition of the Ulster Scots as a National Minority, the Government has delivered the Identity &amp; Language (NI) Act which will establish a specific Commissioner for the benefit of the Ulster Scots. We also secured agreement for the BBC Framework Agreement to include a specific clause that provides a clear commitment to BBC output in the Ulster Scots language.</p><p> </p><p>The Government will continue this important work to support linguistic diversity across the UK.</p><p> </p> more like this

star this property answer text <p>The UK Government has provided £2 billion of funding to support implementation of the New Decade, New Approach deal. £545 million of this has already been allocated. The £2 billion includes a £1bn Barnett-based investment guarantee from the UK Government, which will include significant new funding to turbocharge infrastructure investment. This guarantee will apply in all circumstances, and allow the Executive to plan new investment over a five year period. £245m will support the transformation of public services, including transformation across health, education and justice. Funding release will be tied to the delivery of reform. The deal also provided £550m to help put the Executive’s finances on a sustainable footing, including £200 million over three years to resolve the nurses’ pay dispute immediately and deliver pay parity.</p><p> </p><p>Alongside this, the UK Government has provided £60m of capital and resource funding to deliver a Northern Ireland Graduate Entry Medical School in Derry/Londonderry, which has now been approved by the Executive. The UK Government will provide £50m over two years to support the rollout of ultra-low emission public transport.</p><p> </p><p>The Honourable Member has inquired about a range of specific areas of funding, including mental health support, tackling deprivation, tackling paramilitarism, the Castlereagh Foundation, centenary funding, culture and community funding, language and broadcasting support, support for the armed forces and veterans, IFI funding and a fund to promote the competitiveness of the Northern Ireland economy.</p><p> </p><p>£140m of funding has been set aside in the New Decade, New Approach package to address Northern Ireland’s unique circumstances. The overall profiling of this spend to address Northern Ireland’s unique circumstances remains subject to final decisions by ministers. Where identified projects fall within devolved competencies, further discussions are needed with the Executive to establish the amount of funding which is required. We look forward to being able to confirm the detail across all these projects as soon as it is possible to do so.</p><p> </p><p> </p>
