Rather, the letters issued were only a statement of fact at a particular point in time that the individuals concerned were not sought for arrest.</p><p>As the Noble Lord may be aware the Report by Lady Justice Hallett into the “On the Runs” administrative scheme will be published by the Secretary of State for Northern Ireland on 17 July 2014.</p><p> </p> more like this

star this property answer text <p>Following a search of the records held by the Northern Ireland Office, no evidence has been found to indicate that between 1987 and 1997, the RPM was used to do anything other than to remit (i.e. shorten) the sentences of individuals who had already been convicted of offences. The Prime Minister has asked the National Security Advisor, Sir Kim Darroch, to lead cross Government activity to build a dialogue with the Libyan authorities on reconciliation initiatives. Sir Kim's efforts are designed to support all of those who have suffered as a result of Qadhafi's support to terrorism, and are not focused exclusively on any one group of victims.
