star this property answer text <p>In the absence of Northern Ireland Executive ministers, the Northern Ireland (Executive Formation etc.) Act will provide Northern Ireland civil servants with the clarity they require to take the limited but necessary decisions to maintain delivery of public services and operate in the public interest. The Act does not give the Secretary of State for Northern Ireland direction powers on specific policies, other than in relation to pressing public appointments and the requirement to set the regional rate.</p><p>The accompanying guidance to this legislation, published in draft on 29 November 2022, will help NI civil servants take into account whether taking a decision is in the public interest and recognises that there will be some decisions that should rightly wait for a Minister to be in place.</p><p> </p> more like this

star this property answer text <p>Planning policy is a transferred matter in Northern Ireland and the Department for Infrastructure has responsibility for regional planning policy and legislation.</p><p> </p><p>We note the concerns raised about the performance of the planning system in Northern Ireland in the Northern Ireland Audit Office report. Northern Ireland is governed best when governed locally and the concerns raised in the report highlight the need for functioning devolved institutions, delivering on key issues like ensuring Northern Ireland has an effective planning system that meets the needs of businesses and the public.</p><p> </p><p>The UK Government is committed to growing and levelling up the Northern Ireland economy, which is why more than £3.5bn has been provided in recent years, in addition to the block grant, through the New Deal for Northern Ireland, City and Growth Deals, PEACE PLUS and the New Decade, New Approach financial package.</p><p> </p> more like this

star this property answer text <p>The situation in Ukraine is a humanitarian crisis and the Government is taking concrete steps to provide sanctuary to those affected through the Ukraine Family Scheme. A new sponsorship route, which will allow Ukrainians with no family ties to the UK to be sponsored to come here, also launched this month.</p><p> </p><p>Ukrainians in Ireland wishing to come to the UK should apply to do so before seeking to travel to the UK including travelling across the land border into Northern Ireland. The Government is using a variety of communications channels and working with a range of stakeholders to support Ukrainian nationals seeking safe passage to the United Kingdom, regardless of whether they are travelling across the CTA or from elsewhere in the world.</p> more like this

star this property answer text <p>The budget set out in the Secretary of State for Northern Ireland’s Written Statement to Parliament on 24 November is an appropriate settlement that prioritises spending in education and gives the Northern Ireland Department of Education a total allocation of £2.64 billion. This is an increase of £286 million above 2021-22 spending (after excluding accounting for one-off COVID support in 2021-22). The Northern Ireland Department of Education will now be required to manage its allocated funding in order to live within this budget total. This includes managing funding provision for areas such as Special Educational Needs.</p><p> </p><p>The Secretary of State will shortly legislate for the budget in a Budget Bill. This does not, however, remove the pressing need to have locally accountable political leaders in place to take the fundamental decisions which will secure a more sustainable future for the people of Northern Ireland.</p><p> </p> more like this

star this property answer text <p>Consistent with the commitments made in New Decade, New Approach, the public authorities that have been established by the Identity and Language (Northern Ireland) Act 2022 will be arms length bodies of Northern Ireland departments.</p><p> </p><p>The Northern Ireland Office has not established a budget for the day-to-day running of those public authorities, as it will be a matter for Northern Ireland departments to oversee and fund their operation.</p><p> </p><p>My Department is committed to working with the Northern Ireland Civil Service and the new authorities to support the Act’s implementation, and the completion of the New Decade, New Approach commitments on which it delivers.</p><p> </p> more like this
