star this property answer text <p>The team negotiating the UK’s withdrawal from the European Union has been chosen on the basis of expertise in the subject matter. The Department for Exiting the European Union does not centrally hold details of the language skills of its staff or members of the negotiating team.</p><p>The joint Terms of Reference for the Article 50 TEU negotiations, published on 19 June 2017, set out that English and French will be used as working languages during the negotiations, and in working documents. Where necessary, interpretation will be provided by the European Commission. star this property answer text <p>The whole of Government is preparing for the UK to make an orderly and successful exit from the European Union. Cross-government governance arrangements are coordinating efforts across Whitehall. The Prime Minister established and chairs a Cabinet Committee on European Union Exit and Trade to oversee the UK’s exit at Cabinet level. The Committee meets regularly. Since the triggering of Article 50, two new subcommittees, chaired by the Prime Minister, have been established. One will oversee the negotiations on the UK’s withdrawal from and new relationship with the EU, and the second will focus on issues relating to the UK’s future trading arrangements with non-European countries. At official level, the cross-government EU Exit Analysis Board provides oversight and direction to analytical work related to EU exit, including sectoral and regional analysis, being undertaken across Whitehall. The Department for Exiting the European Union, working with officials across government, continues to undertake a wide range of analysis to support our negotiations, covering the entirety of the UK economy.</p>

star this property answer text <p>For the purpose of applying for citizenship, individuals will be required to meet the current eligibility criteria for naturalisation. These include a period of continuous residence, being of good character, and having sufficient knowledge of English and of life in the UK. A person who is married to or the civil partner of a British citizen can apply for naturalisation once settled; others must wait until they have been settled for 12 months.</p><p>Those who are already permanently resident in the UK will be able to apply for citizenship if they meet the statutory requirements.</p><p>Those who are not permanently resident must first apply for settled status. To do so, they must have been resident in the UK before a specified date and have completed a period of five years’ continuous residence. star this property answer text <p>Euratom is a separate treaty-based community, it shares a common institutional framework with the EU, including a role for the Commission, the Courts of Justice of the European Union and the Council of Ministers. This makes Euratom and the EU uniquely legally joined. Therefore, on withdrawal from the EU, the UK will also be withdrawing from the Euratom Community. Article 106a of the Euratom Treaty makes Article 50 of the Treaty on the Functioning of the European Union applicable to the Euratom Community in identical terms.</p><p>Moving forward, the UK has enjoyed a successful relationship with Euratom for over 40 years and we want that relationship to continue. The shape of the UK’s future relationship with Euratom is subject to negotiations with the EU and our aim, throughout these negotiations, will be to maintain our mutually successful civil nuclear cooperation with Euratom and the rest of the world.</p> more like this

star this property answer text <p>Between January and June 2017, 476 EU proposals and other documents were submitted for scrutiny.</p><p>Across both Houses there were 66 occasions when the Government supported decisions in the EU Council of Ministers before the scrutiny procedures had been completed by either one or both Scrutiny Committees.</p><p>In each case the Government explained to the Scrutiny Committees why it was important for the proposal to be supported before clearance had been provided. This period of reporting coincided with the dissolution of Parliament where between the prorogation of Parliament between 27 April and 30 June there was no opportunity for scrutiny by the Commons European Scrutiny Committee and the Committee has yet to be reappointed in the new Parliament. However, Lord Boswell of Aynho was reappointed as Chair of the Lords European Union Committee on 21 June and began considering EU documents and EMs submitted to the Committee on 27 June. As with previous six-monthly periods, the largest category of instrument was fast-moving and sensitive CFSP and EU restrictive measures where there were 29 such instruments adopted before scrutiny could be completed. There was also a package of 27 measures on which HM Treasury submitted EMs on the 2017 National Reform Programmes of Member States other than Greece, which were endorsed by Heads of Government at the June European Council without the opportunity for clearance by either Scrutiny Committee.</p><p>The figures requested are set out below:</p><table><tbody><tr><td><p>Department</p></td><td><p>(1) &amp; (b). We recognise that the City is a global centre of excellence in finance, corporate law and insurance, which EU companies will wish to continue to access. We will be aiming to maintain the City's leading position as one of the key centres of global finance.</p><p>The government is keenly aware of the importance of the financial services sector to the UK economy. The government has set out its intention to pursue a bold and ambitious free trade agreement with the European Union, and for that agreement to be of greater scope and ambition than any such agreement before it so that it covers sectors crucial to our linked economies such as financial services.</p><p>Our focus is on working closely with our EU partners to negotiate a successful outcome and the best deal for the UK and the EU. We are both clear that we want to protect the broad range of rights and entitlements currently enjoyed by both EU citizens in the UK and UK nationals in the EU. However, there are, naturally, points on which our positions differ.</p><p>We are making a fair and serious offer, and want to reach a reciprocal agreement as quickly as possible.</p><p> </p> more like this

star this property answer text <p>In the new Northern Ireland/Ireland Protocol, Northern Ireland will only be aligning with those EU rules on goods necessary to remove the need for regulatory checks at the land border. Goods and agricultural products entering Northern Ireland will need to be compliant with the rules of the regulatory zone. Northern Ireland will remain in the UK customs territory but will apply EU customs rules, which are well understood by businesses in Northern Ireland that already trade with the Rest of the World.</p><p>The Government has made clear commitments to ensure unfettered access for Northern Ireland businesses to the whole UK internal market. Some practical information will need to be provided electronically on movement of goods West-East, but Northern Ireland will have tariff-free access to the whole UK market.</p><p> </p> more like this

star this property answer text <p>As Parliamentary Under Secretary Robin Walker said in his opening remarks to the House on 1st November, the Government has not produced a series of sectoral impact assessments. The Government has produced a wide mix of qualitative and quantitative analysis, contained in a range of documents developed at different times since the referendum. It is constantly evolving and being updated based on our discussions with industry and our negotiations with the EU, but it is not, and nor has it ever been, a series of impact assessments examining the quantitative impact of Brexit on these sectors. The Secretary of State has said that he will provide sector analysis to the Exiting the European Union Committee in an informative and accessible way as soon as is possible.</p> more like this

star this property answer text <p>The White Paper on the Future Relationship between the United Kingdom and the European Union was published on the GOV.UK website and shared in a letter to the Chairs of the European Union Committee and the Commons Exiting the European Union and European Scrutiny Committees at the moment the Secretary of State stood up to make his statement.</p><p><strong> </strong></p><p>Copies of the White Paper were put in the libraries of both Houses at 0930 on 12 July but due to an administrative error, the White Paper was not distributed to Members of the House of Commons ahead of the debate. There was no intent on the Government’s part to withhold information from the House and the Secretary of State has apologised for this oversight.</p> more like this

star this property answer text <p>Between January and June 2019, 414 Explanatory Memoranda on EU proposals and other documents were submitted for scrutiny.</p><p>During this period there were 37 occasions when the Government supported decisions in the EU Council of Ministers before parliamentary scrutiny procedures had been completed. In compiling these statistics a further 4 overrides were identified which were not included in the previous written answer for the period July-December 2018 (HL13200).
